Brief Description
Native Preference in hiring is given to qualified enrolled members of Paskenta Band of Nomlaki Indians and Native Americans in accordance with the Band’s Preference Policy, Chapter 1-715 of the Paskenta Band of Nomlaki Indians Tribal Policies). Applicants claiming Indian Preference must submit verification of Indian certified by tribe of affiliation or other acceptable documentation of Indian heritage.
Position SummaryThe Grants Administrator/Accountant is responsible for the administration of tribal government grants, including ensuring accurate and efficient collection and reporting of grant data. Additional responsibilities include the maintenance and oversight of workflow processes and procedures, grant compliance and assistance with General Accounting duties.
Responsibilities- Research and identify new federal, state, corporate, foundation, and private funding prospects to match tribal priorities, and communicates such opportunities to tribal program staff for consideration.
- Assist in the review of proposals, narratives, budgets, applications, and other supporting documents provided by programs in response to solicitations, to assure consistency with all policies and procedures of the Paskenta Band of Nomlaki Indians and the requirements and guidelines of the funding agencies.
- Coordinate and follow up on the progress of submitted proposals. Upon receipt of a successful Award Notice, schedule and coordinate an Intake Meeting with responsible program and accounting staff to review terms and conditions of the award, reporting deadlines for programs and accounting, and financial drawdown procedures.
- Maintain and coordinate updates to Grant Department procedures as needed.
- Develop and maintain a master file on Active and Pending grants and contracts.
- Remain up to date on current issues related to grant proposals and regulations.
- Monitor and track actual versus budget spending on all grants.
- Initiate drawdowns on agency portals, or prepare invoices on a monthly or quarterly basis, in order to assure tribal cash flow needs are met.
- Meet frequently with staff to discuss current and new funding needs.
- Maintain confidential government and operational information.
- Maintain a continuing and effective rapport and working relationship with local, regional, state, and federal offices to obtain and manage grant-related information in a timely manner.
- Act as central contact for all grant applications.
- Provide excellent customer service to internal and external stakeholders.
- Create, edit, and proof correspondence and reports independently.
- Maintain an easily accessible filing system (hard copy and online), making grants available to the Accounting Department and the appropriate administrative staff.
- Attend special meetings, training sessions, conferences and seminars as required.
- General Accounting and other duties as assigned, including participation in the development of Indirect Cost Rates and supporting the annual audit and budget processes.
- Bachelor’s Degree from an accredited four-year college or university in Accounting or Business Administration.
- Some experience in, or eagerness to learn, grants/contracts administration is highly preferred
- Equivalency – An equivalent combination of experience and education that will allow the applicant to satisfactorily perform the duties of the job may be considered when filling the position.
- Demonstrated ability to initiate and follow through on complex planning tasks, manage time well, meet deadlines, and respond effectively to sometimes unforeseeable complications in the performance of assigned duties.
- Ability to read, analyze, and interpret financial reports and legal documents.
- Ability to respond to common inquiries from regulatory agencies or members of the community.
- Strong oral and written communication skills and exceptional attention to detail, along with the ability to effectively present information to executive management and Tribal Council.
