Position Overview/Duties
The Rock Island District's Operations Division is responsible for the safe, reliable, and efficient operation and maintenance of the District’s civil works projects. This includes the management of 3 flood control reservoirs in Iowa—Saylorville Lake, Lake Red Rock, and Coralville Lake. These multi-use projects provide primary benefits in flood control and low flow augmentation and the secondary benefits of recreation, fish and wildlife management, forest management and water quality improvement.
The District's Lake Managers, Park Rangers, staff and volunteers actively manage the natural resources, river, woodland, wetland, and prairie habitats and take great pride in offering quality outdoor recreation including camping, boating, fishing, hiking, biking, wildlife watching and more.
The Coralville Lake Manager role focuses on natural resources management and operations for Coralville Lake. Your opportunities will include:
Responsibilities- Managing the development of all natural resource programs and park and recreational facilities at Coralville Lake.
- Planning of appropriate resources, operations, and maintenance required for assigned work to be accomplished.
- Representing the Rock Island District's Coralville Lake Project in public meetings, information exchange groups, courts, media, etc., on matters affecting the project/area.
- Preserving and protecting rare and/or endangered species of flora and fauna, and cultural and historic resources by utilizing natural resource management techniques.
- Ensuring that utility systems and site environment support safe public usage and meet certification requirements.
- Providing recommendations and reviewing other input for negotiation of local law enforcement contracts and administering contracts to ensure public compliance with Title 36 and local and state laws.
- Establishing plans and budget and direct all range, fish, and wildlife management; out grant management; archaeological and cultural resource management; and insect, rodent, pollution, and erosion control.
- Directing the development and implementation of plans for managing parks and recreation facilities in support of public use.

Minimum Education
General Natural Resources Management and Biological Science series: A bachelor's degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. Applicants must meet the Office of Personnel Management (OPM) Qualifications Standards:
General Natural Resources Management and Biological Sciences Series 0401.
Forester Series: A bachelor’s degree in forestry, or a related subject-matter field that included a total of at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours of course work was in forestry. Applicants must meet the OPM Qualifications Standards:
Forestry Series 0460.
Experience
One year of specialized experience equivalent to the GS-12 level in the Federal service, which includes:
1) managing and implementing natural resources plans and programs designed to protect and further enhance fish, wildlife and water resources;
2) contributing and supporting flood risk management operations and plans; assisting with service contracts to ensure compliance with local and state laws;…
