What to Expect (Job Responsibilities)
  • Design and refine monitoring and evaluation methodologies for assessing program assets
  • Manage digital data collection processes and platforms to ensure data quality
  • Supervise and guide local monitoring teams to ensure accurate data collection practices
  • Analyze inspection data and prepare detailed analytical reports for decision‑making
  • Advise program leadership on data‑driven improvements and contribute to monitoring strategy enhancements
What is Required (Qualifications)
  • Bachelor’s degree in monitoring and evaluation, statistics, public policy, international development, or a related field with 10 years of experience; or a Master’s degree with 4 years of experience
  • Minimum 4 years of professional experience in monitoring & evaluation, data analysis, or related roles
  • Strong quantitative and qualitative analysis skills; proficiency with Excel and digital data collection platforms
  • Fluent in Ukrainian and English with excellent analytical writing and reporting abilities
  • Ability to travel throughout Ukraine without restriction
How to Stand Out (Preferred Qualifications)
  • Familiarity with the Russian language
  • Experience supporting Department of State International Narcotics and Law Enforcement (DOS INL) programs
  • Prior experience with Ukrainian law enforcement or military organizations
  • Familiarity with End Use Monitoring (EUM) principles or compliance‑focused monitoring frameworks
