Overview

Provides protection of life and property with municipal boundaries of Horry County Government, and investigation of crime. This class is FLSA non-exempt.

Responsibilities
  • Investigates violations of state law and County ordinances by interviewing suspects, witnesses, and victims; attempts to control illegal activities by utilizing investigative techniques.
  • Prepares police assigned cases for court and testifies.
  • Cooperates with other police jurisdictions to identify and locate criminals, or to conduct joint investigations.
  • Assists in the arrest of criminals.
  • Performs collection, preservation, examination, and authentication of physical evidence and secures the crime scene.
  • Participates in job-related training and courses to maintain skills, knowledge, and abilities necessary to perform duties.
  • Maintains working relationships with schools, businesses, and other institutions to instruct and inform, and to give and receive information concerning investigations.
  • Knowledge of
  • Federal, State, and County criminal and traffic laws, ordinances, and related court decisions
  • The principles and practices of police work and the laws governing the apprehension, arrest, and custody of persons committing misdemeanors and felonies, search and seizure, and the rules of evidence; resources available to assist individuals in various situations.

  • Provide overall technical and administrative direction to assigned personnel.
  • The collection, preservation, and proper handling of physical evidence and property.
  • Collect, assemble, analyze, and evaluate evidence, statistics, and other pertinent information to draw logical conclusions to solve crimes effectively.
  • Apply problem-solving skills and make data-driven recommendations for action.
  • Maintain confidential data and comply with data privacy requirements.
  • Communicate with, and respond pleasantly to, a demanding and diverse public in answering questions, explaining policies, and handling complaints.
  • Establish and maintain effective working relationships with County officials, supervisors, coworkers, the general public, and other law enforcement agencies.

    Education and/or Experience
    • High school diploma or general education degree (GED) and three years of certified law enforcement experience.
    • Analyzing and interpreting statistical data and creating graphic representations of data; specifically, in an investigative or law enforcement setting.
    • Collecting and interpreting data and information from a variety of sources and preparing reports using reporting tools.
    • Creating queries to extract data from relational databases.
    • Working with federal, state, and local law enforcement databases.
    • Working with Arc GIS Mapping, I2 analytical software, and Microsoft Office products (e.g., Word, Excel, Access, and PowerPoint).
    • Knowledge and experience using data formatting and reporting tools in Microsoft Excel (especially the use of sort function, filters, pivot tables, and data duplication).
    • Knowledge of research and data analysis methods and techniques.
    • Preserving & collecting stored data from digital devices (e.g., cell phones, computers, tablets, etc) electronically in the field and in a lab setting, using forensically sound processes & tools.
    • Must possess a valid South Carolina driver's license or ability to obtain within 30 days from date of hire; must possess a Law Enforcement Officer's Standards and Training Commission Certificate. Ability to obtain National Crime Information Center (NCIC) certification within 6 months from date of hire.
