Overview

Under limited supervision, performs high-level planning duties using an all-hazards approach for the Emergency Management Department. The work includes a wide variety of tasks to formulate, coordinate, and maintain plans for Horry County.

Responsibilities
  • Act as a liaison with local, regional, state, and federal agencies in the development of emergency plans regarding the hazards identified through the Local Emergency Planning Committee.
  • Develop, coordinate, review, and maintain the annexes and SOPs of the Comprehensive Emergency Management Plan in accordance with state and federal guidelines.
  • Establish and implement the emergency management department training program and maintain all department training records and applicable reports.
  • Conduct NIMS/FEMA Training courses for County employees and coordinating agencies.
  • Develop and conduct drills and exercises designed for the assessment and evaluation of emergency plans and capabilities, utilizing, when applicable, the Homeland Security Exercise and Evaluation Program (HSEEP) and toolkit.
  • Coordinate the Multi-Year Training and Exercise Plan (MYTEP) with county departments, state and federal agencies, nonprofit, public, and private stakeholders involved in the development and execution of emergency response training and exercises.
  • Staff the EOC Liaison position in the Horry County Emergency Operations Center (EOC) and coordinate all preparedness, planning, training, and response activities within the section.
  • Liaise with SERC and local Tier II reporting agencies on SARA Title III reporting.
  • Represent Horry County Emergency Management at Brunswick Nuclear Power Plant task force planning meetings and ensure compliance with applicable federal and state regulations related to nuclear power plant emergency response.
  • Serve as the primary liaison to Horry County ARES (Amateur Radio Emergency Service), coordinating auxiliary communications support during exercises and emergencies.
  • Maintain departmental equipment inventory and maintenance schedules.
  • Develop and submit quarterly reports for grant requirements.
  • Conduct presentations about emergency management, preparedness, and hazards to a variety of audiences, including residents, community organizations, and businesses.
  • Serve as the on-call EM representative, on a rotating basis, serving as the 24-hour emergency point of contact and responding during non-business hours to local emergency and non-emergency events related to public safety as needed.
  • Maintain knowledge base by attending classes, conferences, courses, and seminars related to emergency management.
  • Other duties as assigned.
Qualifications

The position requires a Bachelor’s degree in Emergency Management, Public Administration, Business Administration, or a related field, or an equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities. Two to four years of emergency management-related experience preferred. Experience as a training instructor and documented continuing education in emergency management-related courses/functions preferred. Working knowledge of HSEEP preferred.

The Prevention and Preparedness Program Manager is expected to work toward and obtain the South Carolina Certified Emergency Manager certification. Understanding of the NIMS/ Incident Command System preferred. Must possess general knowledge of Microsoft Office software. One must have a valid driver’s license and a satisfactory motor vehicle record.
