Under limited supervision, manages the County’s Stormwater management programs, performing functions related to the study, design, survey, and construction of drainage projects; answering questions and complaints of the public, investigating emergency situations; preparing reports, specifications, and construction documents as necessary. Assumes responsibilities and functions of the Manager in the absence of the same.

Responsibilities
  • Assists in managing the Stormwater Department on a daily basis to supervise staff and administer operations involving the study, design, survey, and construction of drainage projects; answering questions and complaints of the public, investigating emergency situations; preparing reports, specifications, and construction documents as necessary.
  • Supervises, evaluates, manages, hires, disciplines and directs Stormwater department staff.
  • Assigns workloads and establishes work schedules, directs and supervises duties of assigned staff. Maintains standards and coordinates activities of staff, reviews work of subordinates for completeness and accuracy.
  • Oversees the operation and implementation of the flood control and zoning programs in Horry County.
  • Initiates, reviews and provides recommendations concerning all rezoning requests concerning flood control.
  • Oversees, mediates and responds to complaints from general public, contractors, architects, developers, engineers, etc. as appropriate.
  • Performs inspections and reviews site plans for compliance as needed.
  • Oversees notification of relevant parties and advertisements for rezoning and/or variance requests and schedules public hearings.
  • Responds to code violation complaints from general public. Provides mediation or arbitration function as appropriate. Reviews staff actions concerning code complaint responses.
  • Serves as a liaison between all user departments, vendors, I&R Assistant County Administrator, County Council and County Administrator concerning stormwater management issues.
  • Maintains updated knowledge as to all pertinent codes, laws and regulations concerning and affecting stormwater issues.
  • Reviews technical study reports for current building techniques, architectural and mechanical drawings for code compliance, DHEC reports for state law, compliance and building reports to monitor area and construction growth.
  • Performs related duties as required.
Qualifications
  • Bachelor’s of Science in Civil Engineering and two to four years of engineering experience related to stormwater; or any equivalent combination of education and training.
  • Must be a registered Professional Engineer.
  • Knowledge of stormwater systems and designs, knowledge of erosion and sediment controls, state and federal regulations concerning NPDES management experience.
