Your tasks
Establish and manage end-to-end HR operations for the new Zagreb entity, ensuring full compliance with Croatian labour law, GDPR, and internal policies
Manage the full employee lifecycle: recruitment, onboarding, contracts, payroll coordination, performance management, absence tracking, and offboarding
Act as the primary HR point of contact for employees and managers, providing guidance on policies and employee relations
Coordinate payroll setup and ensure accurate, timely processing of employee compensation
Oversee attendance, leave, and absence reporting while maintaining compliance with health & safety regulations
Maintain accurate HR records and systems using HRIS and related tools
Support and manage recruitment activities and design high-quality onboarding experiences that reflect company culture
Serve as the cultural anchor for the Zagreb office, driving engagement initiatives and fostering an inclusive workplace
Operate effectively in a fast-growing, ambiguous environment, building scalable HR and office processes to support growth to 50–100 employees
F24 is launching a new legal entity and IT Hub in Zagreb as part of its long-term growth strategy, professionalising & scaling the organisational setup, supporting the business with constant product development and innovation allowing F24 to stay ahead of the competition. As one of the first local hires, the HR & Office Manager will play a critical role in establishing and scaling the Croatian organization.
This hands‑on, high‑impact position combines HR, people operations, and office management. You’ll work closely with senior leadership and HQ partners to ensure compliance, structure, and an engaging workplace culture. This is a rare opportunity to shape HR practices, employee experience, and the future evolution of the role as the business grows.
You bring 1–2 years of hands‑on experience in HR operations, compliance, or office management—and you’re ready to take it to the next level.
You thrive on building things from scratch and bringing structure to fast‑moving, ambiguous environments.

You’ll work closely with local leadership, HQ HR, and cross‑functional teams while partnering with external providers across payroll, legal, accounting, IT, and facilities. You’ll be a key cultural anchor in a small, ambitious team helping build the Zagreb office from the ground up.
