Overview
Northrop Grumman Space Systems (NGSP), Mission Enable Products has an opening for a Program Manager 1 to join our team of qualified, diverse individuals at our Commerce, CA facility. The primary objective will be the delivery of all contractual requirements on cost and on schedule, while achieving all technical requirements and creating customer intimacy to support value creation strategies and actions.
The individual will lead a cross-functional organization aligned to common program performance goals. Responsible for leading all phases of the program life cycle from inception (proposal development) through startup, execution, and completion (contract closeout).
- Manage cost, schedule, and technical performance of company programs or subsystems
- Cultivate customer relationships and intimacy to develop further opportunities within the customer community
- Develop new business opportunities through long term strategic planning, capture planning, and development of proposals and business plans
- Establish a program organization that effectively addresses customer requirements and incorporates the necessary internal and external sub-organizations
- Lead and direct cross-functional Integrated Program Teams (IPT) to meet program cost, schedule and technical performance objectives
- Measure and report program performance
- Deliver presentations to customers, executive management and other program stakeholders
- Participate in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions
- Establish design concepts, criteria, and engineering efforts for product research, development, integration and test
- Create, review and finalization of the program Statement of Work
- Identify, distribute, track, and complete program requirements
- Establish and manage the program and subordinate baselines
- Develop and adhere to budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and tools
- Identify, allocate and manage program resources, including workforce planning
- Manage Government/customer supplied property or information (GFE, CFE, etc.)
- Manage suppliers to meet program objectives
- Adhere to all internal processes, policies, and applicable industry standards
- Ensure program team understands and adheres to contract scope, and manages change through control board activities
- Develop and adhere to master plans and schedules
- Conduct thorough risk & opportunity management practices including identification, mitigation and realization
- Bachelor’s degree with 5 years of Program or Project Management experience or similar (IPT Lead, Systems Engineering) supporting spacecraft hardware customers; OR 3 years experience with a Master's degree
- 2 years of demonstrated success leading teams/and or organizations as a Program Manager, Project Manager, or IPT Lead through full program life cycle: proposal through closeout
- Experience leading the performance of tasks on schedule, at cost and achieving all requirements
- Demonstrated financial management skills including development and control of program budgets, Earned Value Management (EVM), Estimate at Complete (EAC), and the ability to recognize and capture program changes
- Strong interpersonal, communication and presentation skills
- Proven analytical, technical, strategic and problem-solving skills
- Advanced MS Office Suite and MS Project skills
- US Citizenship is required
- MBA or master’s degree
- PMP Certification
- EAC forecasting
- Cost Account Management experience
- Business Development experience
Primary Level Salary Range: $ - $
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
