Overview

Under direction, is responsible for the examination, investigation, and inspection of concerns, service requests, right-of-way permit work, and/or right-of-way/traffic complaints and making recommendations for corrective or preventative actions relating to the City’s right-of-way/traffic program; performs related duties as required. (Any one position may not include all of the duties listed, nor do the examples cover all of the duties that may be performed.)

Responsibilities
  • Serves as a subject matter specialist for right-of-way/traffic matters for an assigned area or outpost;
  • Issues citations for violations within the right-of-way; prepares supportive and factual documentation for citation actions; audits targeted areas to determine compliance in the right-of-way;
  • Inspects sign structures and poles for structural safety, damage, need for repair, and other issues;
  • Investigates and responds to right-of-way concerns generated by permit investigations, the general public, management, and other City officials; troubleshoots the issue to identify the source of the problem and recommends corrective action;
  • Prepares repair notices and ensures proper charges are assessed;
  • Inspects streets, alleys, and right-of-ways for needed street cleaning, sign placement, maintenance, or repair work including patching, resurfacing, and reconstruction;
  • Checks traffic signs and pavement markings to assess the visibility to viewers;
  • Determines whether or not the location of complaints are within the City’s jurisdiction for right-of-way/traffic repair or maintenance;
  • Writes work orders for right-of-way/traffic repair and maintenance and for the installation, relocation, and replacement of new and damaged street signs;
  • Generates lists of proposed projects to be contracted out to private companies including street resurfacing and curb and alley reconstruction;
  • Checks streets, alleys, and right-of-ways periodically to proactively recommend street/traffic cleaning, maintenance, or repair; inspects and investigates right-of-way construction work for compliance with permits;
  • Makes recommendations for revisions to maintenance zones, roadside mowing, street cleaning, and snow removal routes;
  • Maintains records and prepares periodic reports including: responses to citizen complaints, violations or inspections regarding permit work in right-of-way, history files, right-of-way repairs, street cleaning, and snow removal;
  • Inspects final work product of crews and tracks the quantities of materials received or used during contract work;
  • Ensures that proper safety measures are followed at road repair locations, including placement of street closures, traffic signs, and barricades; serves as a safety spotter for employees working in streets, alleys, and right-of-ways;
  • Utilizes various software applications, such as work order management, permitting, inspection, and GIS mapping software;
  • Investigates roadway conditions during snow events; serves as a spotter during snow events; assists in training drivers on snow removal procedures;
  • May give testimony in court and/or the appeal process concerning the issuance of citations in the right of way;
  • May operate a pickup truck with a snow plow blade and salt spreader during snow removal;
  • May provide guidance on proper methods and procedures for right-of-way/traffic maintenance repairs.
Qualifications

Three (3) years of experience in the construction, maintenance, repair, or inspection of streets, alleys, and right-of-ways, or field testing of materials in the construction or repair of hard infrastructures (e.g., streets, roadways, bridges, or large parking areas; laying sewer pipes or water lines; traffic control markings, signs, and devices; or street light installation). Substitution(s):
College level coursework in engineering, construction management, or a closely related field may be substituted for the required experience on a year-for-year basis (thirty (30) semester/forty-five (45) quarter credit hours equal one (1) year).

Possession of a valid driver’s license.
