What You’ll Do:
The Ohio Department of Health (ODH) is seeking a highly experienced Safety and Security Administrator [Program Administrator 2] to provide agency-wide leadership over physical security, employee safety, threat management, and emergency preparedness. This position works under administrative direction and serves as a key advisor to executive leadership, ensuring the safety and security of ODH employees, facilities, visitors, and assets statewide.
- Acts for and relieves the Administrator of assigned safety and security administrative duties, including plans, designs, and oversees physical security measures and monitors agency-wide compliance with security policies.
- Leads development and implementation of agency security policies (e.g., workplace violence, active aggressor response, emergency action planning).
- Serves as a liaison with the Ohio Department of Administrative Services Security and Anti-Terrorism Unit, contracted security services, and internal/external partners.
- Oversees access controls, emergency notification systems, evacuation planning, drills, and employee training.
- Receives, assesses, and triages threats involving ODH employees or facilities and coordinates response with law enforcement.
- Conducts risk assessments; evaluates physical security systems, staffing, and procedures; and recommends and implements improvements.
- Analyzes legal and regulatory impacts related to security and provides technical guidance to executive leadership.
- Coordinates investigations and incident response with partners, including the Bureau of Criminal Investigations and Public Safety/State Highway Patrol.
- Represent ODH on security-related committees and leads or oversees special projects as assigned.
This position requires travel across the state; some overnight travel may be required.
Normal working hours are Monday through Friday, 8:00 am to 5:00 pm. This is an exempt hourly position
, with a pay range of 12 on the E1 Exempt Pay Range Schedule

Qualifications:
Completion of undergraduate core program in business administration, management science or public administration AND 2 years training or 2 years experience in supervisory, administrative and/or managerial position.
OR
Completion of undergraduate core program in academic field commensurate with program area to be assigned per approved Position Description on file AND 2 years training or 2 years experience in supervisory, administrative and/or managerial position or staff position involving planning, research and/or policy/procedure development.
OR
4 years training or 4 years experience in business administration, management science or public administration.
OR
1 year experience as Program Administrator 1, 63122.
OR
The equivalent of Minimum Class Qualifications For Employment noted above.
Preferred Qualifications:- One year experience in law enforcement as a certified law enforcement officer.
- A valid Ohio Peace Officer Basic Commission Certification or Refresher Peace Officer Basic certification.
- Bachelor's degree in criminal justice, emergency management, public administration, or a related field.
- Training or certification in emergency management, threat assessment, or physical security systems.
- Two years experience in safety, security, emergency management or public sector security administration.
