Position Information

Entry level construction, maintenance, installation, meter reading and repair work for the Water/Sewer/Streets Bureau. Work is performed under the close direction of, or in close cooperation with, other technicians or senior technicians and/or supervisors and includes a variety of labor functions requiring some knowledge of the overall tasks. The employee learns and performs fundamental labor tasks in multiple trades areas that may include, but are not limited to: construction, installation, maintenance, meter reading and repair functions in water, sewer and streets operations;

and construction, maintenance, and system operations in the water distribution area. Specific duties include: assisting in the full range of crew work which entails preparing, loading and clean‑up of tools and equipment; loading and downloading meter routes, supplies, vehicles, and work site data; assisting crew members take measurements and counts in the field; maintaining, operating, and driving medium‑sized vehicles such as dump trucks, to and from the work site;

transporting materials and/or crew members; assisting in completing logs and simple reports; using hand tools and operating medium‑size vehicles for snow removal; and assisting in responding to questions from the public. Work is generally performed outdoors and in all types of weather conditions and often near moving traffic. Some work is performed indoors depending upon the work assignment. The work environment includes exposure to draft, noise, dust, grease, and dirt with extended periods of standing, walking, bending, stooping, and lifting light to heavy objects and equipment weighing up to 50 lbs.

Selection

Criteria

Minimum: The ability to: learn how to operate hand and power tools, handheld and automatic meter reading devices; work outdoors in all types of weather; and follow basic verbal/written instructions.

Desirable: Preference may be given to candidates with one or more of the following:

  • a) experience in construction and/or maintenance of water, sewer, or streets systems or related area;
  • b) experience in water distribution systems or related area;
  • c) experience reading water, electric, and gas meters;
  • d) experience providing customer service;
  • e) possession of a valid category 'B' commercial driver's license from applicant's place of residence at time of application.
Special Requirements

The applicant must possess, or obtain by the time of appointment, a valid motor vehicle operator's license from the applicant's place of residence. If the applicant possesses or acquires a license, the applicant must authorize Arlington County to obtain, or the applicant must provide a copy of the applicant's official state/district driving record. Any offer of employment may be contingent upon a favorable review of the applicant's driving record.

Information

Work Hours: 7:00 a.m. to 3:30 p.m., Monday through Friday. Employees must be available for call‑back in all types of emergency situations, i.e., water main break, snow removal, etc. For positions in the Water Distribution Control Center, employees may be required to work either in B shift (4:00 p.m. to midnight) or C shift (midnight to 8:00 a.m.).

These positions are part of a pay band in the Skills, Performance and Experience Pay Pilot Program. Employees are paid based on a skills, performance and experience assessment. Employees at the entry level are required to obtain a commercial driver's license (CDL) for upward movement to the next higher grade. These positions may be filled at any level within the pay band.
