The Defense Logistics Agency (DLA) is the United States’ primary logistics combat support agency, dedicated to managing the global defense supply chain for the military services, combatant commands, federal agencies, and allied nations. With approximately 24,000 employees, DLA ensures efficient delivery of critical supplies, including food, medical equipment, fuel, and repair parts for land, sea, and air systems. The agency provides services such as procurement, warehousing, transportation, and disposal of excess military property.

Duties

As an Attorney-Adviser (General), you will be responsible for the following duties:

  • Provides legal advice and services in the following areas:
    Government Contracts, Labor & Employment, Procurement Fraud, Fiscal, Installation, Administrative, and Ethics.
  • Researches, analyzes, and interprets applicable legal authorities to address legal questions arising from day-to-day operations.
  • Develops and analyzes facts relevant to legal matters presented.
  • Provides written and verbal legal advice to management and operating officials to ensure actions are in accordance with governing laws, regulations and policies, and to limit litigation risk.
  • Represents the Agency before administrative bodies such as the Government Accountability Office, Merit Systems Protections Board, Armed Services Board of Contract Appeals, and Equal Employment Opportunity Commission.
  • Assists U.S. Attorneys and Dept. of Justice in Federal court cases.
  • Performs other duties as assigned.
Qualifications

Qualifications Required for Attorney-Adviser (General):

  • The first professional law degree (LLB or J.D.).
  • Proof of license and good standing with the bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. A current "certificate of good standing" or a recent screenshot with date within 6 months of the closing date is required. The successful applicant must provide a certificate of good standing prior to appointment.
  • For GS-11: one of the following must be satisfied: a) One year of professional legal experience; b) LL.M. with one full academic year of graduate study; c) Superior law student work or activities (e.g., upper third ranking, involvement on law reviews/journals, or high honors such as Order of the Coif); d) Significant participation in a legal aid program; e) Notable summer law office experience;

    f) Other evidence of clearly superior accomplishment.
  • For GS-12: one of the following must be satisfied: a) Two years of professional legal experience at GS-11 level; b) LL.M. plus 1 year of professional legal experience at GS-11 level; c) An attorney without experience may be employed at GS-12 in unusual cases with advanced educational attainments indicating the ability to perform at that level.
  • For GS-13: possess professional legal experience in excess of 2 years commensurate with the duties and responsibilities of the position.
  • Promotion for this position is based on time, performance, and mastery of skills at the required grade level and with approval in accordance with applicable regulation.
  • The legal experience described in your application package or resume will be evaluated for competencies required to perform the duties of the position as described in the Major Duties section. The quality of experience will be evaluated to determine relevance to the duties and responsibilities of the announced position. Your application package or resume must demonstrate you have the competencies and quality of experience necessary to successfully perform the work at the appropriate grade level.

    • Interpersonal skills and client relationship development, and the ability to interact well with senior officials on controversial and sensitive issues.
    • Administrative law experience involving execution of statutory law through a regulatory framework, preferably at the Federal level.
