Position: Software Development Specialist 4 (20102561, 20102564, 20102565))

Software Development Specialist 4 , , ) Responsibilities

  • Require extensive technical knowledge of software development and provide solution designs in collaboration with IT Architecture staff and IT Managers to meet agency requirements.
  • Assist in analyzing the business case for solution designs and contribute to authoring portions of the business case.
  • Utilize software development tools and languages such as React, Redux, Angular, .NET, .NET Core, C#, Azure cloud computing tools, Microsoft SQL (newer versions), Azure SQL, SQL stored procedures and views.
  • Update skills through training and hands‑on experience with Azure Pipelines, cloud storage,>
  • Serve as a senior developer, mentoring team members and ensuring project timelines are met.
  • Conduct detailed alternative analyses and gather end‑user requirements, ensuring current and future business process flows are clearly defined and documented.
  • Consult with end users, technicians, vendors, management, and other stakeholders.
  • Lead design reviews and provide post‑production support for applications of varying size, scope, and impact on agency operations, including load‑balancing, failover, and clustering considerations.
  • Develop solutions to complex issues through independent research.
  • Track and verify code releases to UAT and production environments, plan and conduct formal mentorship activities for peers and junior staff through verbal instruction and technical documentation.
  • Collaborate with IT Managers to develop project plans.
  • Edit or create enterprise or IT artifacts for recommendation and approval, including policies, procedures, standards, guidelines, best practices, and position papers.
  • Seek to build expertise in leading complex initiatives and understanding organizational improvement frameworks.
  • Work closely with IT Architecture staff, the CIO, and IT Managers to design solutions aligned with agency goals.
  • Develop pass/fail testing criteria and assess overall system performance, including code optimization and resolution of software/hardware conflicts.
  • Oversee performance and load testing, finalize implementation plans, procedures, and schedules.
  • Conduct lessons learned sessions from a testing perspective and coordinate improvements to enterprise testing processes.
  • Understand technical environments and their impact on software execution, identifying environmental components that require review, and perform code reviews to ensure quality and compliance with standards.
Qualifications
  • 60 months combined work experience in providing solution design, developing project plans with a project manager, or recommending approach through defining tasks and/or leading meetings related to programs for computer applications, plus 12 months work experience in the primary technology as specified by the agency position description and job posting.
  • Or completion of an associate core program in computer science or information systems with 42 months combined work experience in the same categories, plus 12 months in the primary technology.
  • Or completion of an undergraduate core program in computer science or information systems with 36 months combined work experience in the same categories, plus 12 months in the primary technology.
  • Or equivalent minimum class qualifications for employment noted above, with experience in the required primary technology listed in the position description and job posting.
