Budget Analyst

Summary

This position is being recruited under 10 USC 1599f into the Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Command. It is in the Technical/Administrative Work Category at the Entry/Developmental Work Level within the CES Occupational Structure.

It is located in the DISA.

• Performs various budget functions involving the formulation, justification and/or execution of budgets for organizations, programs, or projects.
• Analyzes organizations budgetary guidance.
• Reviews, analyzes, edits, and consolidates budget submissions.

In order to qualify for this position, you must meet the requirements described below.

• Must be a U.S. Citizen.
• Males born after 12-31-59 must be registered or exempt from Selective Service.
• This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
• Drug testing may be required.
• Position may be designated as Mission Essential and incumbent may be required to report to work or relocate to a new duty location, within the United States, in times of local/national emergency.
• The position may require the selectee to hold a current DoD Top Secret security clearance based upon a Single Scope Background Investigation (SSBI).
• Salary to be determined based on duty location after selection.

In order to qualify for this position, you must meet the requirements described below.

To qualify, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.

GS-09 qualifying experience: Experience applying fundamental principles, theories, or concepts of budget administration or financial management; or experience assisting with financial or budget administration services, such as planning, programming, budget formulation, justification, presentation, monitoring, or execution.

GS-11 qualifying experience: Experience supporting financial or budget administration services, such as planning, programming, budget formulation, justification, presentation, monitoring, or execution; or experience monitoring, researching, or analyzing financial or budgetary data to ensure accuracy or identify trends or discrepancies.

GS-12 qualifying experience: Experience independently identifying, analyzing, or resolving budgetary issues related to planning, programming, formulation, justification, presentation, monitoring, or execution; or experience utilizing financial systems or tools to research, analyze, or validate budgetary data.

GS-9 substitution of education for experience: Two full years of progressively higher level graduate education, a Master's or equivalent graduate degree, may be substituted to meet the qualifying experience requirement. GS-11 substitution of education for experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the qualifying experience requirement.
