Who We Are
The Ohio Facilities Construction Commission (OFCC) oversees capital projects undertaken by state agencies and state-supported institutions of higher education, manages Ohio's school facility programs supporting the construction and renovation of public K‑12 schools, and administers funding for community‑based cultural and sports facility projects.
What We DoThe Commission sets uniform rules and procedures for state construction under Chapter 153, consolidating guidance and oversight for its various programs into one entity since 2012.
What You’ll DoIn the role of Project Manager, you will be involved in the planning, design, and construction of your assigned projects from initiation through completion. This includes overseeing the day‑to‑day operations of construction sites to meet OFCC's high quality and ethical standards; supervising, estimating, and negotiating project costs; maintaining schedule compliance and financial targets; working closely with contractors and subcontractors; coordinating scope change management, sourcing, and procurement;
and prioritizing client communication and satisfaction.
- Manage the design and construction of public facilities throughout all phases of a project (procurement, design, construction, closeout) on behalf of state agencies, K‑12 school districts, and institutions of higher education.
- Plan, strategize, and initiate projects with public owners to develop initial project scope, schedule, and budget.
- Assist owners in selecting appropriate project delivery method (e.g., multiple prime, general contracting, construction manager at risk, design‑build) for specific projects.
- Develop requests for qualifications (RFQ) and requests for proposals (RFP), evaluate statements of qualifications, participate in interviews, and negotiate professional design services and construction guaranteed maximum price (GMP) proposals.
- Provide oversight in public bidding and award of construction contracts.
- Review and recommend approval of fiscal drawdown schedules.
- Manage performance and monitor the progress of work by consultants/contractors through monthly invoice reviews.
- Coordinate review and accounting of contractor’s stored materials and retainage.
- Review change orders and amendments to determine if change is warranted and assess accuracy of proposed costs.
- Apply judgment on all design and construction‑related problems and troubleshoot to expedite completion and closeout of projects.
- Undergraduate degree in architecture, engineering, construction management, or a related field.
- 6+ years of experience in project management of facility construction projects.
- Experience in project management of governmental/public facilities construction projects.
