Summary
This position serves as an Accounting Technician in the Accounting Section of Fiscal Service. The position performs a variety of duties related to the establishment and maintenance of General Ledger Control Accounts and Subsidiary Records for Medical Care and Research Appropriations – General Fund Receipts.
QualificationsTo qualify for this position applicants must meet all requirements by the closing date of this announcement – 02/25/2026. Time-In-Grade Requirement:
Current Federal employees who have held any GS grade within the past 52 weeks must also meet time-in-grade requirements by the closing date. For a GS‑07 position you must have served 52 weeks at the GS‑06. The grade may have been in any occupation but must have been held in the Federal service. An SF‑50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF‑50 has an effective date within the past year it may not clearly demonstrate you possess the required one‑year time-in-grade. In that instance you must provide an additional SF‑50 that clearly demonstrates one year time-in-grade.
Specialized
Experience:
Applicants can qualify based on experience and/or education as described below. You must have one year of specialized experience equivalent to at least the next lower grade GS‑06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
- Working with general ledger accounts, cost centers, budget object codes, fund control points and other accounting elements, including experience in properly categorizing and utilizing them.
- Experience with Financial Management System (FMS) transaction codes, types, and other miscellaneous coding necessary to affect proper general ledger accounts and subsidiary ledgers and the skill to properly utilize them.
- Working with single‑year, two‑year, and multi‑year appropriations, revolving funds, suspense accounts, deposit funds, Treasury accounts, etc., and the skill to properly utilize them.
- Utilization of payroll budget object codes, analysis accounts, and an understanding of the inter‑relationships among them.
- Utilizing accounting principles including government accounting, fiscal law, and accrual basis double‑entry accounting theory.
- Using policy and procedural manuals, directives, handbooks, guides, Comptroller General Decisions, and many policy and procedure publications while possessing the skill and judgment necessary to interpret and apply this guidance to a vast array of accounting situations.
- Communicating accounting information for the purposes of explaining, reporting, training, recommending accounting actions, or problem resolution.
- Comprehensive knowledge of personal computers, various automated systems, and a variety of software such as MS Word, Excel, Access, and Outlook.
- Applying time‑management techniques and having a high degree of organizational skills necessary to complete projects and the work of this position.
Experience refers to paid and unpaid experience, including volunteer work performed through National Service programs (e.g., Peace Corps, Ameri Corps) and other organizations. Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
A full year of work is considered to be 35‑40 hours per week. Part‑time experience will be credited on the basis of time actually spent in appropriate activities.
Physical Requirements:
The work is principally sedentary in a highly automated environment. It is usually accomplished while seated at a desk or table. Some work may require walking in an office or warehouse setting. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences.
