Responsibilities
This position is responsible for enforcing various local, state, and federal environmental laws.
- Enforces local and state codes pertaining to business and alcohol licensing, mobile home registration, noise, scrap tires, standing water, water flow obstructions, biomedical waste, solid waste accumulation, damaging or defacing of public property, noxious odors, open burning, obstruction of city right-of-way, the display of street addresses, littering, junk vehicles, dangerous holes and wells, soil erosion and sedimentation control, commercial waste disposal, and hazardous waste.
- Answers citizen and other agency complaints; investigates problems and determines violations; issues requests for compliance or court citations.
- Patrols county for code violations; enforces compliance by issuing requests for compliance or court citations.
- Prosecutes and provides expert testimony in local or state court for code violations.
- Performs administrative duties; completes daily and weekly reports; sends notices to property owners by certified mail; requests forwarding addresses through the Post Office; investigates and researches property ownership through property tax office, deed records, and probate records; corresponds with citizens and other agencies via Telephone; records service requests and dispatches field officers.
- Performs field duties; measures square footage of vacant properties; measures city rights-of-way; coordinates with contractors for the removal of weeds, solid waste, and junk vehicles from properties; completes tow records of vehicles, including inventories of content; coordinates with contractors for the removal of junk and abandoned vehicles from public property; operates decibel meter and records results; collects air quality samples; completes air quality records.
- Investigates complaints and initiates appropriate actions to eliminate substandard building conditions.
- Inspects buildings to ensure compliance with minimum codes; makes follow-up inspections.
- Prepares listing of violations for owners; confers with property owners regarding deficiencies and corrective measures.
- Condemns vacant and derelict buildings.
- Issues summons for non-compliance to Environmental Court; represents the city in court. Researches deed records and other resources to determine legal ownership of properties.
- Prepares lists of properties for asbestos surveys. Receives, evaluates, and distributes requests for inspections.
- Coordinates with other field inspectors to ensure uniform code interpretation and enforcement.
- Performs dispatch duties in the absence of radio operator. Enforces historical preservation ordinance requirements in historic districts.
- Enforces Uptown Façade ordinance for Uptown Façade Board.
- Assists the Plans Examiner in verifying information submitted in sign applications.
- Verifies that sign permits are secured after application for permit has been approved.
- Writes Requests for Compliance to property owners, retailers, merchants, contractors, and developers regarding violations of the Sign Ordinance and recommends corrective action.
- Makes final inspections upon completion of sign installation.
- Verifies and inspects for compliance to Zoning Ordinance.
- Performs other related job duties as assigned.
- Knowledge of relevant local, state, and federal codes, regulations, and laws.
- Knowledge of the principles and practices of the enforcement of environmental laws and regulations.
- Knowledge of the principles of records management.
- Skill in researching property records.
- Skill in problem‑solving and decision‑making.
- Skill in the use of decibel meter and air quality machine.
- Skill in operating standard office equipment.
- Skill in oral and written communication.
- Knowledge of International Code Council codes.
- Knowledge of the materials, equipment, methods, practices, and techniques of building construction.
- Knowledge of federal, state, and local laws applicable to building trade regulations.
- Knowledge of the geography of the city and other local areas.
- Skill in conducting minimum code compliance inspections.
