This position serves as the Bureau Director of Access to Healthcare Services overseeing overall effectiveness of programs in the unit, including Cancer Program, AERS & Nurse Monitoring Program, Medicaid Eligibility, Medicaid Transportation, and Administrative Care Coordination Unit. The director provides direction to bureau operations, proactively works with subordinate managers to address issues to maximize quality program outcomes, ensures work plans and budgets are completed, evaluates performance metrics, and provides support to programs as needed to ensure services continue with minimal disruptions.
The bureau budget overseen is over $6 million. This position is eligible for hybrid telework.
- 50% Bureau Operations and Programmatic & Fiscal Oversight – Provides operational and strategic direction, directs programming, ensures effectiveness across units, completes and submits plans and budgets, works with supervisors, vendors, funding agencies, ensures policies and procedures, serves as senior liaison, provides support, oversees budget.
- 20% Performance Monitoring – Reviews population data, evaluates program goals, reviews data to address issues, works with managers to ensure efficient operations to meet performance measures, initiates quality improvement projects, briefs Health Officer, presents metrics at quarterly meetings, attends site visits, coordinates with MDH administration staff for compliance.
- 20% Supervision – Approves leave and timesheets, manages staff performance with guidance and evaluations, addresses performance issues, facilitates staff development and training, participates in hiring and onboarding, provides onsite coverage.
- 5% Partnership Engagement – Member of the Department’s Executive leadership team, represents bureau at MDH and other agencies, participates in ad hoc meetings and work groups.
- 5% Other – Understands HCHD services, participates in drills and exercises, responds to emergencies, keeps abreast of policies, completes required trainings, participates in quality improvement, represents bureau on Executive Leadership Committee and other committees.
- Education:
Bachelor’s degree from an accredited college or university. - Experience:
Professional experience in health services.

Preferred Qualifications
- Experience managing budgets and supervising staff.
- Experience providing management to multiple programs and budgets.
- Experience working in and/or overseeing Medicaid enrollment programs.
- Experience working in clinical outreach programs, including but not limited to cancer prevention and AERS/Nurse Monitoring.
