Leidos, Inc. has an exciting opportunity for an experienced Senior Contracts Manager to support our Intelligence Sector in Columbia, MD. The selected candidate will oversee a diverse portfolio of contracts aligned to the Cyber & Analytics Business Area and must have experience providing cradle-to-grave contract administration support for FFP, CPAF, CPFF and T&M government contracts, including RFP analysis, hands-on proposal development, coordination of internal reviews, contract negotiation, and contract/task order administration and execution.
Responsibilities- Provide cradle-to-grave contract administration support for various government contracts (FFP, CPAF, CPFF, T&M, LOE, IDIQ, and related contract types).
- Lead RFP analysis, develop compliant terms and conditions, coordinate internal reviews, negotiate contracts, and administer task orders.
- Ensure overall contract compliance with contract requirements, company policies/procedures, and applicable laws; work independently and as part of a contract team.
- Collaborate closely with program teams by working onsite with them at least two days per week.
- Multi-task in a fast-paced environment, prioritize activities, and communicate effectively at all levels of the organization.
- Lead review and analysis of RFPs, prepare compliant and cost/price proposals, and represent Leidos interests during negotiations and contract administration.
- Interact with contracts and procurement staff, management, and external/internal customers, including company executives.
- Identify and mitigate contract risks and coordinate appropriate reviews in line with Leidos policy and procedures; review and negotiate teaming agreements, NDAs, licenses as required; prepare Contracts Volumes and OCI Plans; represent Leidos during negotiations and administration.
- Requires a BA degree and 8–12+ years of relevant experience; or a Master’s with 6–10+ years of relevant experience.
- General contract administration experience may be considered in lieu of degree.
- Experience with Government contracting (FAR/DFAR) including FP, T&M, CPAF, CPFF, LOE, IDIQ, and GSA-type contracts.
- Ability to make sound business judgments, manage multiple contractual activities with short turnaround times, and work independently or as part of a team.
- Proven ability to solicit and process complex information to solve problems and make sound decisions.
- Proficiency with Adobe and Microsoft Office Suite (Excel, Word, Outlook).
- Excellent interpersonal, analytical, communication, and presentation skills; ability to mitigate contract risks and coordinate reviews in compliance with policies and procedures.
- Top Secret/SCI clearance with polygraph required.
- Strong knowledge of IC Acquisitions and Regulations.
- Completion of formal contracting coursework or certification.
- Experience supporting large capture teams for complex, multi-year programs.
- Experience negotiating complex contractual issues on active contracts.
