General PurposePerforms a variety of executive, professional, administrative, and managerial duties related to planning, organizing, directing, coordinating, and controlling the development and delivery of comprehensive county-wide human service programs which include SNAP and Medicaid eligibility, Long Term Care, Colorado Works (TANF), Child Welfare, Adult Protection and other assistance programs. Ensures overall compliance with established federal, state, and county operating guidelines and regulations.

Works under the broad policy guidance and direction of the Bent County Board of County Commissioners.
Supervision ExercisedProvides leadership, policy guidance, and supervision to professional and support staff within the department, overseeing staff performance and workload management.
Essential Functions- Directs program planning, implementation, and supervision involving the delivery of human services to the citizens of Bent County.
- Directs the day-to-day operations of the agency and recommends long and short-term goals, strategies, and timelines to the Board of County Commissioners.
- Prioritizes and reallocates administrative and professional resources to accomplish the department’s mission.
- Manages the agency budget, monitors and authorizes expenditures, and directs financial administrators in developing and implementing internal and external policies and procedures.
- Maintains oversight of the Human Resource System, including job classification, compensation, recruitment, selection, advancement, discipline, and discharge of employees.
- Assesses and monitors comprehensive client services and programs to ensure compliance with all local, state, and federal contracts, laws, guidelines, and regulations.
- Serves as liaison and consultant at the State and Federal levels, represents agency services to the public and allied community or governmental agencies, and coordinates services with collateral agencies.
- Performs legislative development, educates lawmakers, and coordinates legislative actions to secure optimal funding for high-quality human service programs.
- Education and Experience: Graduation from a college or university with a bachelor’s degree or master’s degree preferred, in a relevant field such as social services, psychology, business, management, human resources, or public administration.
- Eight (8) years of progressively responsible experience performing above- or related duties, including supervisory experience.
- Equivalent combination of education and experience.
- Required Knowledge, Skills, and Abilities: Extensive knowledge of management principles, personnel management, fiscal accountability, program administration, human service systems, client counseling, family therapy, community resources, and legal environment related to human services.
- Considerable knowledge of supervision, media methods, public awareness programming, public relations, budget development, grantsmanship, and contract compliance.
- Ability to effectively plan, organize, manage, and direct a professional executive team; analyze and diagnose problems; initiate policy and goal setting; implement evaluation of programs; supervise staff; perform under crisis; communicate effectively; build relationships with executives, professionals, administrators, the public, and subordinates.
- Preferred background in child and adult protective services and/or ability to become a certification as a child and adult warfare protective services supervisor.
Normally, work is performed in a typical office setting with appropriate climate controls. Tasks require variety of physical activities, occasionally involving muscular strain related to walking, standing, stooping, sitting, and reaching. Hearing, talking, and seeing are essential. Common eye, hand, and finger dexterity is required. Mental application utilizes memory for details, complex instructions, emotional stability, and creative problem solving. Hazard uncertainty exists in performing duties.
Periodic travel may be required.
$70,000.00 to $80,000.00 - annual depending on experience, full time position.
