The Tooling & Traceability Lead will implement system configurations, traceability structures, and performance instrumentation to make portfolio governance visible and sustainable. The role aligns Jira and Azure Dev Ops to the operating model, establishes data standards for reliable reporting, and produces executive-ready dashboards tied to governance cadence. The lead partners with portfolio and product leaders to translate governance requirements into practical configurations and measurable reporting discipline.

Rate: $90.00 to $100.00/hr. w2

Responsibilities:

  • Design an end-to-end outcome and output hierarchy that supports portfolio-to-team traceability.
  • Configure Jira and/or Azure Dev Ops to reflect the portfolio operating model and governance needs.
  • Ensure funded initiatives visibly connect to ART and team-level work for accurate alignment.
  • Eliminate inconsistent or redundant artifact structures across tools and teams.
  • Define governance-aligned performance metrics that inform decision-making.
  • Standardize metric definitions and calculation logic to ensure consistent reporting.
  • Build executive-ready dashboards tied to governance and review cadence.
  • Validate data accuracy prior to governance forums and executive reviews.
  • Establish required fields and artifact standards across Jira and Azure Dev Ops.
  • Align workflow states to governance expectations and portfolio checkpoints.
  • Identify and correct data quality issues that impact reporting and visibility.
  • Reduce variation across ARTs that affects transparency and comparability.
  • Rationalize multi-tool environments and eliminate duplication of effort.
  • Guide migration toward simplified, governance-aligned tooling ecosystems.
  • Transition configuration ownership to internal administrators for sustainability.

  • Experience identifying and remediating data quality issues impacting reporting.
  • Background rationalizing multi-tool environments and leading tool simplification or migration.
  • Ability to partner with portfolio, product, and change leaders to operationalize governance.
