Position Summary

The Human Resources Manager serves as the lead human resources professional, responsible for strengthening the systems and relationships that support approximately 200 employees serving 1,000 students across Manitou Springs School District 14. Manitou Springs School District 14 is a high‑performing, student‑centered district committed to continuous improvement and strong academic growth and achievement. The Human Resources Manager plays a critical role in advancing priorities related to instructional excellence, organizational effectiveness, and a positive workplace culture.

Recent gains in student achievement and growth across K‑12 schools, along with rising annual employee engagement and parent satisfaction results, reflect the district's commitment to excellence and collaboration. The Human Resources Manager is responsible for sustaining and accelerating this momentum by ensuring the district attracts, develops, supports, and retains exceptional staff who are aligned with district values and high expectations for student success.

As a member of the Superintendent's leadership team, the Human Resources Manager provides both strategic guidance and hands‑on operational leadership. This role requires a visible, approachable leader who understands the dynamics of a small district, builds trust across schools and departments, and balances compliance, compassion, and accountability.

Essential Job Functions Strategic Leadership
  • Develop and implement a human resources strategy aligned with the district's Scorecard and goals for student achievement, growth, and organizational excellence.
  • Support district efforts to build and retain high‑quality instructional and operational staff who drive improved student outcomes.
  • Serve as a trusted advisor to the Superintendent and leadership team on staffing, succession planning, leadership development, and organizational effectiveness.
  • Monitor staffing trends, retention data, and employee engagement feedback to inform continuous improvement efforts.
  • Contribute to district‑wide initiatives designed to strengthen systems of accountability, performance feedback, and professional growth.
Recruitment, Hiring, and Onboarding
  • Lead all recruitment, hiring, and onboarding processes for licensed, classified, and administrative staff.
  • Partner closely with principals and department leaders to ensure hiring decisions reflect both district performance expectations and cultural alignment.
  • Design recruitment practices that attract candidates committed to collaboration, instructional excellence, and student‑centered decision making.
  • Ensure new employees are welcomed through a structured onboarding process that reinforces district priorities, performance standards, and shared values.
  • Strengthen retention through proactive relationship‑building, clear expectations, and responsive support systems.
Employee Engagement and Organizational Culture
  • Support district efforts to sustain and improve employee engagement results through responsive HR practices and leadership support.
  • Serve as the primary resource for employee relations, personnel matters, and performance management.
  • Provide coaching and guidance to principals and supervisors to strengthen feedback systems, professional growth conversations, and accountability structures.
  • Maintain a visible presence in schools and departments to foster trust, transparency, and alignment.
  • Reinforce a culture of professionalism, collaboration, and shared ownership of student success.
Policy, Compliance, and Risk Management
  • Ensure compliance with all federal, state, and local employment laws (Title IX, Title VII, ADA, FMLA) and Colorado educator licensure requirements.
  • Maintain accurate and confidential personnel records and employment documentation.
  • Develop, review, and implement HR‑related policies aligned with district values, Board policy, and legal standards.
