JOB SUMMARY:
The Grants Administrator position performs high-level, professional work related to grant seeking, administration, and coordinating decentralized grant management activities countywide. Duties include researching and assisting departments in applying for grants as well as monitoring, implementing, evaluating, and ensuring compliance with established guidelines, policies, and local, state, and federal laws and regulations. This position maintains grant records, files, and policies and procedures, as well as prepares reports and completes other related work as assigned.
This position also acts as the primary liaison and coordinator for internal and external requests for information and assists on grant-related matters.
This position will serve as the central contact position for application submittals and reporting to federal, state, and local agencies regarding grants and will maintain a central repository/tracking function for grants countywide.
PRINCIPAL JOB DUTIES:
- Researches and identifies grant funding opportunities and identifies grant-funding sources
- Provides technical assistance and training to departments in grant writing, contract review, preparation, compliance requirements, and management
- Reviews, maintains, updates, and implements grant-related policies and procedures to ensure consistent countywide grant handling
- Develops and implements systems to track grants and ensure both internal and external compliance with regulations or policies; monitors grant activity, assists in determining grant eligibility, ensures critical deadlines are met, and maintains records and files
- Aids in the compilation of the Schedule of Expenditures of Federal Awards (SEFA) documents
- Resolves procedural, operational, and other work-related problems by working with departments and granting agencies to facilitate solutions
- Assists with the annual funding process, program evaluation and auditing, as well as financial analysis and tracking of grant funds
- Assist departments to research and analyze grant-related activities, prepare Board agenda items, and potentially attend Board of County Commissioner meetings
- May prepare and manage contracts and submit reports for regulatory compliance for various federal, state, and local funding sources
- Performs all work duties and activities in accordance with County policies, procedures
- Performs other duties as assigned
MINIMUM JOB REQUIREMENTS:
EDUCATION AND EXPERIENCE:
- Bachelor's Degree in Public or Business Administration, or a related field
- Five (5) years' experience in research, finance, or public administration, including experience in grant administration, grant management, grant coordination, obtaining funding for grants projects and programs, and grant writing or any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.
Desired Qualifications:
- Possession of current Grant Professional Certified (GPC) credential from Grant Professional Certification Institute (GPCI)
- Previous local government experience.

- General principles and practices of providing grant-funded services at the local government level
- Grant life cycle process including grant seeking, grant writing, and the grant management processes
- Programs, processes, and procedures, including laws and regulations, for implementing and administering various federal, state and local grants
- Source materials, references, and resources regarding grants and grant-based opportunities
- Contract and procurement processes for the solicitation, negotiation, drafting, funding, and execution of grant-based contracts
- Bookkeeping terminology and methods and accounting techniques and practices
- Standard office procedures, practices, and equipment
- Microsoft Office products and other relevant technologies
Ability to:
- Follow oral and written instructions
- Keep abreast of federal, state, and local grant programs
- Effectively interpret federal, state, and local statutes, codes, and regulations
- Coordinate and participate in the development of grant applications
