Historic Preservation - Preservationist

General

Purpose:

This position performs work to meet the requirements of the Certified Local Government program, manages historic preservation and heritage tourism projects and programs, manages historic preservation databases and performs advanced work in support of the Department of Heritage & Tourism.

Historic Preservation

Essential Duties and Responsibilities
  • Assist the Director in applying for and administering historic preservation grants.
  • Gain / maintain familiarity with Park County’s history, cultural landscapes and resources.
  • Develop, manage and conduct surveys of Park County cultural resources.
  • Encourage the nomination of individual sites and districts to national, state, and local registers. Research and determine eligibility of properties for designation as needed. Prepare or review nominations for Park County Historic Landmarks and Districts and present nominations to appropriate bodies.
  • Conduct periodic reviews of Park County’s long range historic preservation plan.
Planning And CLG
  • Ensure that Park County’s Certified Local Government requirements are fulfilled and submit required reports to the state CLG coordinator.
  • Protect culturally significant resources affected by state or federal undertakings by participating in the Section 106 process.
  • Advise Development Services on matters affecting cultural resources including reviewing applications for zoning changes, building permits, and other activities that may affect designated or eligible cultural resources.
  • Manage Park County Historic Preservation Advisory Commission grant program including providing application assistance, reviewing applications, making staff recommendations, and documenting project completion.
  • Serve as staff for the Park County Historic Preservation Advisory Commission including preparation and posting of agendas and minutes, monthly staff reports, staff recommendations, and PCHPAC record maintenance.
Grants & Project Management
  • Draft and Submit for Grant Funding Opportunities through State Historical Fund (SHF), Certified Local Government (CLG), and other funding sources as needed.
  • Manage awarded Grants for duration of the project scope and timeline. Including Architect/Engineering, Contractor, and SHF or CLG Staff.
  • Draft and submit Requests for Proposals (RFPs) for contrast sought via Park County / SPNHA funding.
  • Develop and implement future phase plans for ongoing preservation and rehabilitation of county owned historic properties.
Public Outreach
  • Assist property owners with applications for grants, tax credits, certificates of appropriateness, and historic designation.
  • Publicize information about the benefits of historic preservation. Respond to county department requests for information, as well as from the general public. Notify appropriate parties when action is needed.
  • Develop, implement, and maintain education and outreach initiatives that increase public understanding of historic preservation and Park County’s historic resources.
Administrative And Office Support
  • Respond to citizen inquiries & refer citizens to other staff or departments when appropriate.
  • Maintain records, photographs, and maps of surveyed, listed, and eligible cultural resources and make documentation available to county departments & the public when appropriate.
  • Proofread and edit National Register, State and Local nominations, grant applications, and other documents as needed.
  • Assist other department staff as needed.
Nature Of Contact With Others

This position will have contact with citizens;
County staff members; consultants; contractors; national, state, and local historic preservation organizations and governmental agencies; and the business community on a regular basis, including providing information, coordinating meetings, and making presentations. The nature of the contact will be both verbal and written communication.
