GENERAL PURPOSE

The Town Clerk performs a wide variety of technical and specialized administrative duties involving the statutory duties and daily operations of the Town. Responsible for the maintenance of all Town records, the Town seal and official actions of the Board of Trustees and government entities. This individual will also coordinate and conduct all local elections and liquor licensing in accordance with State law.

This position is required to work from the office, at Town Hall, during normal business hours. The typical schedule for this position is Monday – Friday, from 8am to 5pm. This position is expected to attend night meetings as assigned by the Director or otherwise appropriate.

SUPERVISION RECEIVED

Works with minimal supervision from the Administrative Services Director.

Pay

The entire salary range for this position is posted however we do not anticipate paying over the mid-point.

  • Responsible for coordination of Board of Trustee meetings and preparation of all meeting agenda and compilation and distribution of meeting packets.
  • Manage the physical and digital access for meetings and preparation and posting of public notices.
  • Attend Board meetings and governing entity meetings and record and draft of meeting minutes.
  • Provide direct supervision of the Deputy Town Clerk/Court Clerk.
  • Coordinates and schedules work sessions, retreats, informational meetings and Board training.
  • Perform duties in accordance with Colorado Revised Statutes, Title 31 and ensure compliance with all federal, state and local laws.
  • Provides general administrative needs including correspondence, monitors and reviews State and Federal legislation that may impact local concerns.
  • Oversee and supervise all court functions, personnel, and record-keeping operations, including the retention of official court documents.
  • Files, records, and maintains all agreements and contracts executed by the Town, all Ordinances and Resolutions, planning documents and policies, goals and objectives adopted by the Board of Trustees and governing entities.
  • Develops and implements training for the Board of Trustees, committee members, staff and the public, as needed, related to open meetings, open records, records retention and other statutory requirements while advancing transparency, public access and civic participation.
  • Serves as Election Official for all Town Elections. Prepares and distributes candidate informational materials, election materials, and ballots.
  • Acts as Passport Acceptance Agency Manager and oversees passport training, processing and records management.
  • Responsible for the Town’s Public Records Request Policy and responding to CORA requests.
  • Advise and assist with recruitment of Planning Commission and other Committee meetings.
  • Provides all necessary forms and resources to liquor license applicants and manages all liquor licensing in accordance with Mead Municipal Code and Colorado statutes.
  • Schedules, prepares for and presents at any public hearings held in conjunction with the issuance of a new liquor license.
  • Serves as the custodian of the Town’s records overseeing the management, indexing, retention and lawful destruction of the Town’s records.
  • Conducts and prepares surveys and reports as requested by the Board of Trustees and/or Town Manager.
  • Responsible for Business Licensing, Temporary Use Permits, general administrative services and notary services provided by the Town.
  • Acts as backup in the absence of the Administrative Services Director.
  • Assist the communication team in maintaining and updating the Town website.
  • Performs other duties as assigned.
  • High School diploma or GED required, with education equivalent to a bachelor’s degree preferred.
  • Three (3) years of experience in advanced clerical, records management, public administration, court administration, or a related field.
  • Two (2) years of supervisory experience preferred.
  • Experience with local municipal government desired.
  • Ability to communicate fluently in Spanish is desired.

  • Notary Public certification required or ability to obtain within thirty (30) days of employment.
