Responsibilities

Perform entry- to mid-level civil engineering functions in the administration, financing, planning, design, and construction of a wide variety of municipal public works projects and programs with a focus on multi-modal transportation and multi-disciplinary storm drainage. Function as construction inspector, project engineer, project manager, or program manager delivering services related to right-of-way management, floodplain management, land development, and street, trail, and drainage improvement projects.

The CE I assists, supports, and works closely with others, completing assigned tasks under the guidance, mentoring, and oversight of more experienced staff, while expanding experience and technical knowledge base. The CE II assists, supports, and works closely with others, providing guidance and mentoring to less experienced staff and completing assigned tasks independently with oversight from more experienced staff.

  • Maintain project and program records and documentation.
  • Interpret policy, codes, and regulations while implementing tasks and coordinating with stakeholders.
  • Uphold applicable codes, regulations, standards, and master plans.
  • Implement and/or manage Right-of-Way Management Program. Review and approve permit and event applications, including traffic control plans.
  • Implement and/or manage Floodplain Management Program. Review and approve permit applications. Interpret floodplain regulations, Flood Insurance Studies, and Flood Insurance Rate Maps, and coordinate changes. Coordinate the community education process. Coordinate with CWCB and FEMA as needed. Maybe appointed Floodplain Administrator.
  • Implement and/or manage Land Development Program. Review, and prepare written comments on plats, maps, development plans, improvement plans, traffic impacts studies, drainage reports, construction cost estimates, improvement agreements, easements, and other documents submitted with applications for building permits, grading permits, subdivisions, rezonings, variances, and other land uses.
  • Implement and/or manage Transportation and Storm Drainage Capital Projects Program. Prepare and manage scopes, schedules, budgets, priorities, and risks for the planning, design and construction phases of assigned program projects.
  • Implement and/or manage Street Improvement Program. Manage PAVER pavement database via data input and reporting. Conduct pavement condition index field surveys. Analyze pavementrehabilitation strategies to identify short-range and long-range projects. Prepare and manage scopes, schedules, budgets, priorities, and risks for the planning, design and construction phases of assigned program projects.
  • Implement and/or manage Trail Expansion Program. Analyze trail expansion strategies to identify short-range and long-range projects. Prepare and manage scopes, schedules, budgets, priorities, and risks for the planning, design and construction phases of assigned program projects. Reference, interpret, and maintain the Master Trails Plan.
  • Provide construction inspection services on assigned projects for any of the Engineering Division managed programs. Review and approve construction phase submittals. Review, inspect, approve, and accept constructed work to document compliance with approved permits, contracts, plans, specifications, submittals, and schedules. Perform warranty period inspections, coordinate with contractors for warranty repairs, process Final Acceptance.
  • Research and interpret GIS mapping and coordinate revisions.
  • Support other Public Works Divisions as needed with their maintenance efforts of street, trail, and drainage systems.
  • Procure and manage consultants and contractors when needed.
  • Develop or coordinate the development of, capital improvements data sheets, reports, studies, plans, specifications, cost estimates, and other technical documents for assigned projects in any Division program.
  • Coordinate the bidding, award, contracting, and preconstruction phases on assigned projects.
  • Provide effective communication, guidance, and leadership with project team on all project issues.
  • Productively and professionally respond to citizen inquiries. Implement communication protocols for all project stakeholders in coordination with the Town’s Public Information Officer.
