JOB SUMMARY

Under the supervision of the Public Work Director and/or the County Engineer, this position is responsible for assisting with professional and technical planning and design in conjunction with the Road & Bridge Department and Planning Department functions. This position will also assist in the development and administration of various infrastructure asset management programs within the Road and Bridge Department's area of responsibility.

PRINCIPAL

JOB DUTIES

Duties may include, but are not limited to, the following:

  • Perform plans reviews and make recommendations on subdivisions, planning issues, and commercial buildings as requested concerning development issues such as lot layout, roads, sidewalks, parking lots, drainage, water and sewer.
  • Monitor and report findings on the construction of subdivisions and developments to ensure compliance with established specifications and requirements. Perform final inspections of subdivision and development projects.
  • Perform Engineering Studies according MUTCD standard for County's signalization, also traffic study.
  • Gather and maintain accurate average daily traffic counts on all county roads, and pertinent information on all recreational trails and paths.
  • Review and monitor private contractor work within the county right-of-way. Inspect projects performed by independent contractors to ensure that quality work is performed to job specifications and appropriate Road and Bridge Standards and the Land and Use Regulations.
  • Process and issue construction permit and conduct inspections of all residential and commercial construction of driveway approaches road cuts for utility installation, and related activities within the county's rights-of-way.
  • Attend meetings and conferences, including the Planning Commission and Board of County Commissioners.
REQUIRED KNOWLEDGE
  • Knowledge of Engineering principles, familiarity with engineering software, and the ability to read technical drawings and blueprint plans.
  • Requires general knowledge of Road and Bridge Design Standards, roadway construction and maintenance practices, and roadway inspection. Also, knowledge of the Land and Use Regulations.
  • General knowledge of collect, analyze and interpret data to identify trends and provide insights for project decisions and problem-solving.
  • Strong analytical skills to identify and solve technical issues.
  • Proficient in the operation of AutoCAD, Arc View/GIS, survey equipment, Road Maintenance Management System and work zone safety devices.
  • Working knowledge of occupational hazards and safety precautions.
REQUIRED EXPERIENCE & EDUCATION

Any combination of experience and education that would provide the required knowledge and abilities is qualifying. This job class typically gains the necessary knowledge and abilities through:

  • Education: Bachelor's degree in engineering civil or Minimum 6 years of experience in engineering assignments with emphasis on planning review and related field.
  • Experience: 2 years of basic computer operation in public work environment, roadway design, surveying, or related road construction or management field. Experienced road design, database management, and GIS are preferred.
  • Experience: Reviewing and interpreting technical drawings and blueprint plans.
REQUIRED LICENSURE, PERMITS, OR CERTIFICATES
  • A valid Class a Colorado Drive License.
REQUIRED Skills
  • Read evaluations and interpret complex plans, specifications, and technical reports.
  • Must have basic PC keyboard skills and be proficient in the use of PC's Microsoft office environment, traffic counters, distance measuring devices, laser range finder, global position devices, and basic office equipment.
  • Communicate clearly and concisely, both verbally and in writing.
  • Demonstrate analytic, organizational, and problem-solving skills.
PHYSICAL DEMAND AND WORK ENVIRONMENT

Work is primarily performed in an office/industrial setting.

Physical abilities include standing, walking, bending, and kneeling, ability to lift 50 pounds; ability to hear audible alarm at 80dB and higher, visual acuity; manual dexterity in using precision and non-precision hand tool, power tools, and technical devices.

Ability to all required safe equipment is required.
