The Senior Procurement Specialist develops and guides the application and utilization of statutory guidance, administrative rules, policies, principles and practices pertaining to complex technical procurement services. This role is independently responsible for managing the end-to-end sourcing of goods and services essential to operations for the City and County of Broomfield. This role acts as a subject matter expert in regards to procedures, development of scopes of work, managing the full life cycle of formal solicitations, guiding departments through best practices in solicitations, and the contract oversight.
Salary Range: $41.85 - 56.63/hour

Essential Required Tasks/Examples of Duties
ESSENTIAL TASKS AND RESPONSIBILITIES (EXAMPLE OF DUTIES.(The following statements are illustrative of the essential functions of the job. - Leads the strategic development and high-level technical review of large-scale, high-risk solicitations and critical departmental contracts to ensure legal and operational compliance.
- Collaborates with departments to define and write technical specifications, evaluations,project scopes and contracts.
- Drafts, issues, and manages formal solicitations while monitoring department-led procurement activities to ensure adherence to established organizational policies and standardized fair-competition guidelines.
- Maintains meticulous records of all procurement activities, including solicitation documents, correspondence, and final agreements to meet the highest standards for internal and external audits.
- Provides guidance and oversight of solicitation evaluations to verify that departments have properly analyzed submitted proposals based on objective, defensible, and weighted criteria.
- Conducts comprehensive organizational spend analysis to identify long-term strategies for cost consolidation and strategic sourcing across all departments.
- Maintains and enforces written standards of conduct covering conflicts of interest and governing the actions of employees engaged in selection and award.
- Demonstrates high-level proficiency in written and verbal technical correspondence, expertly drafting and reviewing complex agreements, solicitations, and internal workflows to minimize organizational liability and ensure institutional risk mitigation.
- Serves as a principal internal authority on federal, state, and local procurement regulations by providing guidance to all departments in the interpretation of procurement standards; designs the procedures, policy updates, and comprehensive training programs that ensure organizational-wide alignment, communication, and regulatory compliance.
- Provides support for other procurement functions, including contract management, processing purchase orders, purchasing card functions, and related duties.
- Designs and executes comprehensive risk assessment protocols for departmental procurement plans to identify vulnerabilities in solicitation methods, contract terms, or vendor selection processes, and recommends mitigation strategies to protect organizational interests.
- Independently resolves issues and problems related to scopes of work and vendor performance, identifying and escalating critical issues to a higher level when necessary.
- Researches best practices for contracting and procurement functions to provide recommendations and supports the development and delivery of training across the organization.
Education - Associate's degree in Public Administration, Business Administration, or a related field. Bachelor's degree preferred. Certified Professional Procurement Buyer (CPPB) or Certified Public Procurement Officer (CPPO) preferred or ability to obtain after successful employment.
Experience - 5+ years of progressively responsible procurement experience - required. 3+ years of Municipal governmental contract administration, contract management preferred.
