Description
The Water Utilities Department of the City and County of Broomfield is seeking a full‑time Administrative Analyst. The incumbent will perform skilled professional administrative and analytical work to support municipal policies, procedures, and financial services, directly supporting the CIP & Construction, Distribution & Collection, Water Systems Automation & Maintenance, and Stormwater divisions.
Essential Responsibilities- Support development and management of multi‑year, multi‑fund Capital Improvement Program (CIP) budgets.
- Administer citywide, multi‑year Capital Improvement Projects, including oversight of related Council Memos and contracts.
- Manage the CIP bid process, including posting solicitations, issuing addenda, and conducting bid openings.
- Contribute to long‑range planning for the Capital Improvement Program.
- Act as the first point of contact for assigned divisions, handling phone calls and providing customer service for emergency or resident inquiries.
- Support special projects and analyze operational inefficiencies, providing recommendations for improvement.
- Assist with website content, public information, and inter‑departmental liaison.
- Execute skilled administrative and analytical work in support of municipal/corporate policies, organization procedures, and financial services.
- Research, compile and analyze data; present findings and make recommendations to department/division heads.
- Coordinate and administer programs of various operational needs for the assigned department/division.
- Help plan, develop, and implement department goals, objectives, policies, and procedures.
- Provide recommendations on policy and assist with budgeting adjustments due to reductions or modifications.
- Monitor expenditures to assure sound financial management.
- Contribute to short‑ and long‑range planning.
- Compile, interpret, and prepare data for studies, reports, and recommendations.
- Represent the department in disseminating information regarding operational and procedural aspects.
- Prepare special periodic reports and non‑routine or technical correspondence.
- Design and implement systems/programs as needed.
- Provide professional and technical administrative support to the department head and/or major division head.
- Prepare and distribute agendas and supporting materials for City Council and commission meetings.
- Manage purchase orders, invoices, and financial transactions related to CIP and other vendors.
- Coordinate travel arrangements and training schedules.
- Assist with public outreach and notification efforts.
- Assist with grant tracking, reporting, and payment processing for funded projects.
- Education:
Bachelor’s degree from an accredited college or university in public or business administration, leadership/management, economics, finance/accounting, or data management. - Experience:
2 years in administrative support that includes data analysis/management or business analysis, with process optimization, communication, and resource management in roles such as project coordinator/manager, HR or operations coordinator, and data analyst/entry clerk. - Experience supporting CIP is preferred.
- Years of related experience may be substituted for required education, but education cannot be substituted for the necessary work experience. Candidates must meet the minimum required years of work experience.
New hires must pass in‑person or virtual interviews, reference checks, and background checks, which may include a local police check and sex‑offender registry.
Working Conditions- Work may be scheduled Monday through Friday, with some holiday, weekend, and evening hours.
- Regular, predictable attendance required.
- Work can be performed at City/County work locations and may include remote duties in accordance with Broomfield’s remote work policy and supervisor approval.
- Employees regularly sit, lift objects, reach with hands, and move around the department to perform routine tasks.
- Physical demands are light, with occasional lifting up to 10 lbs.
- Employees perform basic tasks and routine work on computers and other electronic devices.
- In‑person customer/client/team meetings are required.
