Overview

This position is open only to Colorado state residents. This recruitment may be used to fill multiple vacancies.

The Division of Youth Services (DYS) provides a continuum of residential and non-residential services and oversees youth across detention, commitment, and parole. DYS is the agency statutorily mandated to provide for the care and supervision of youth committed by the District Court to the custody of the Colorado Department of Human Services.

The Division operates facilities for youth aged 10 to 21 and works with a range of private providers. For pre-adjudicated youth, DYS manages Colorado Youth Detention Continuum and parole services statewide.

About the Unit

This work unit manages a continuum of services and programs to assess, treat and serve youth committed to the Colorado Department of Human Services, Division of Youth Services. These youth may be in DYS custody or under DYS parole supervision. Parolees may be in Colorado or under the Interstate Compact for Juveniles. The unit ensures safety and security of youth, staff and the community in accordance with Colorado law.

Purpose

Of This Position

The purpose of this position is to develop and monitor an individualized continuum of care for delinquent youth between ages 10 and 21 who are sentenced to the Department of Human Services from commitment to discharge. The Client Manager/Parole Officer provides overarching case management and facilitates a Multi-Disciplinary Team for each youth. Responsibilities include assessment of youth and family, development and review of the Youth Development Plan, monitoring service delivery, direct care as needed, maintaining records, timely data entry, and assisting regional process planning and reviews.

Job Duties
  • Case Plan development and management for caseloads averaging 8-10 youth.
  • Facilitate the Multidisciplinary Team Assessment, identify treatment domains, service needs, goals, safety issues and other concerns.
  • Engage client families and encourage their involvement with clients.
  • Complete releases and collect all identifying documents.
  • Initiate and finalize placement decisions.
  • Complete ongoing risk assessments (YASI) throughout the life of the case.
  • Identify and broker services for youth as identified by the multidisciplinary team, utilizing the YASI for decision making.
  • Develop timelines for service delivery.
  • Write the Youth Development Plan.
  • Conduct case conferences with youth, family, providers, and other MDT members.
  • Ongoing monitoring of plans including monthly case reviews and family consultations; revise plans as necessary.
  • Introduce youth to a trauma responsive safety plan.
  • Introduce youth to the client portfolio and involve the MDT to support ongoing transition.
  • Provide reinforcements and sanctions in response to youth behavior.
  • Complete six-month administrative reviews.
  • Use Trauma Informed tools for facilitating monthly meetings.
  • Mediate youth issues with courts, agencies, law enforcement, families, and service providers.
  • Execute emergency placements for youth needing psychological services, housing, family mediation, and safety.
  • Provide emergency notifications and consultations.
  • Compile, copy, and distribute required documents for contract vendors, CRB, Parole Board and Interstate Compact office.
  • Present cases and make recommendations to the CRB, Parole Board and Courts.
  • Compile reports and/or give testimony to the courts as required.
  • Negotiate for services, dispositions, and placements and treatment resources.
  • Reference the Colorado Children’s Code, DYS Policy and Procedure, IV-E Regulations, Court Orders, DYS procedures, Parole Standards, and SOMB standards when making decisions related to clients.
Date Management And Record Keeping
  • Update computerized client record systems in various databases.
  • Complete documentation for LOS extensions, YASI re-assessments and notes as needed.
  • Maintain the official DYS client file.
  • Complete monthly review forms and ensure proper distribution.
