Position: Supervisory Financial Specialist, SYD85

Overview

The United States Space Force (USSF) at Peterson Space Force Base, CO is searching for a Supervisory Financial Specialist to support SYD
85 (NH-0501-04, GS-14/15 Equivalent).

Description: As the Supervisory Financial Specialist, you will provide the SYD 85 and PEO with strategic financial management advice and decision support across all appropriations as well as ensuring the achievable budget and execution plans are identified and met. You will work with System Delta program and financial leads as well as represent the SYD 85 CFO and SYD 85/CC on acquisition and financial boards/groups/committees as necessary.

As the PEO CFO, you will provide essential analytical support to a variety of Space Force Leaders across a portfolio of national interest programs and projects, including classified programs. You will support collaborations System (SSC) and Mission (CFC) Deltas, to provide program managers, the SYD Commander and the PEO with critical analysis, data and products required to assess the health of not only the current programs, but also future financial investments, technologies and programs of the future.

Responsibilities
  • Provide strategic financial management advice and decision support across all appropriations.
  • Ensure achievable budget and execution plans are identified and met.
  • Represent the SYD 85 CFO and SYD 85/CC on acquisition and financial boards/groups/committees as necessary.
  • Support analytical processes for a portfolio of programs, including classified programs.
  • Provide critical analysis, data, and products to assess current and future financial investments, technologies, and programs.
  • Collaborate with System Delta program and financial leads and work with Space Force leaders across SSC and Mission Deltas.
  • Lead teams with a collaborative approach across local and geographically separated teams.
Ideal Candidate / Qualifications
  • Expert level knowledge of the DoW PPBE and Acquisition processes.
  • Strong leadership skills with the ability to lead teams and take calculated risks.
  • Strategic thinker who can bring innovative solutions to a dynamic enterprise.
  • Ability to challenge the status quo and push financial management paradigms; effective communication across all levels, from senior leadership within SSC to DoD organizations.
  • A collaborative approach with the ability to work effectively with both local and geographically separated teams.
  • Must have a bachelor’s degree.
  • Proven financial management leadership with over 8 years of experience; direct PPBE leadership experience preferred within space and ground systems context; experience across acquisition life cycle phases;
    Middle-Tier Acquisition (MTA) and software-intensive programs considered a plus.
  • Cost analysis experience is desirable.
  • Must be able to obtain and maintain a Top-Secret clearance.

Skills and Abilities
  • Comprehensive knowledge of OMB, Congressional, and agency financial management and program objectives, budget precedents, controls, regulations.
  • Knowledge of commonly used agency budgets, automated financial systems, performance metrics, and related procedures.
  • Ability to manage several projects simultaneously and apply analytical methods to budgetary processes.
  • Ability to conduct studies, analyze data, develop options/strategies, and make recommendations to resolve budget/manpower issues.
  • Knowledge of safety and security regulations, practices, and procedures.
  • Knowledge of DOD missions, roles, functions, organizational structures, and the acquisition process.
  • Ability to plan, organize, and direct development/production functions and coordinate aspects of systems acquisition (engineering, contracting, financial management, configuration, test, manufacturing).
  • Excellent written and oral communication; able to use computers and software/databases to analyze program information and present recommendations.
