Job SummaryThe City of Colorado Springs is hiring multiple Inspector II's for the Right of Way Management & Inspection team. As an Inspector II, you will perform technical engineering inspections of construction sites, utility trenches, restoration of city assets, and backfill procedures in the City Right‑of‑Way. Your work will ensure compliance with City codes, engineering standards, ADA regulations, and approved engineering specifications and plans.

- Perform technical engineering inspections of construction sites, utility trenches, restoration of city assets, and backfill procedures.
- Ensure all work complies with City codes and engineering standards, ADA regulations, and approved engineering specifications and plans.
- Ensure construction complies with all applicable federal, state, and local laws, codes, and regulations.
- Investigate citizen and business complaints related to the assigned area of responsibility.
- Inspect construction, replacement, and repair projects in the public right‑of‑way and ensure compliance with all laws, codes, and regulations.
- Conduct and analyze tests on soil aggregate, asphalt, and concrete for compliance with compaction densities and specifications outlined in City ordinances.
- Oversee subdivision construction functions; review and inspect construction, final release of financial assurances, and acceptance of improvements within the Public Right‑of‑Way and Public Easements.
- Review and interpret blueprints, engineering plans, and specifications; interpret and explain pertinent City policies and procedures.
- Basic operations, services, and activities of a comprehensive civil engineering inspection program.
- Pertinent federal, state, and local laws, codes, and regulations.
- Methods and techniques of concrete, asphalt, and overlay material testing and analysis.
- Characteristics of soil aggregates and pavement materials associated with restoration in the City Right‑of‑Way.
- Basic principles of construction management.
- Use of ACCELA as a management tool for inspections and scheduling.
- Ability to read and interpret blueprints, engineering plans and specifications.
- Work independently and safely operate assigned vehicles.
- Communicate clearly and concisely, orally and in writing.
- Establish and maintain effective working relationships.
- High school diploma or GED.
- Three years of full‑time, professional experience in construction, inspection, or a related field.
- Valid, non‑probationary Colorado driver’s license not subject to restrictions.
- CAPA A Level or CAPA I Level Certification from the Colorado Asphalt Pavement Association (within one year of hire).
- ACI Certification from the American Concrete Institute (within one year of hire).
- Experience working in a municipal or government agency.
- Experience with civil infrastructure inspection in the public right‑of‑way.
- Experience with erosion control and stormwater systems.
- Training or certification in materials testing, erosion control, or ADA compliance.
