The Capital Improvement Planner is responsible for developing, managing, and coordinating capital improvement programs and projects. This role involves collaborating across departments, assessing infrastructure needs, and ensuring that capital investments align with the base mission and long‑term goals.
Responsibilities- Develop and maintain a comprehensive capital improvement plan aligned with strategic objectives.
- Prioritize projects based on operational needs, facility conditions, and mission requirements.
- Work closely with leadership, facility managers, engineers, and stakeholders to identify priorities.
- Facilitate communication among departments for cohesive planning.
- Conduct assessments of facilities, infrastructure, and systems to identify deficiencies.
- Analyze data to inform improvement decisions.
- Develop detailed project scopes, budgets, and schedules.
- Collaborate with engineering and construction teams to ensure feasibility and regulatory compliance.
- Contribute to capital improvement budgets and monitor expenditures.
- Identify and assess risks, and implement mitigation strategies.
- Maintain accurate documentation of projects.
- Provide updates and reports to leadership.
- Integrate environmental sustainability principles.
- Recommend environmentally friendly practices.
- Communicate plans and projects to the base community and the public.
- Address inquiries related to improvement activities.
- Bachelor's or Master's degree in urban planning, civil engineering, or a related field.
- Relevant experience in capital improvement planning and project management.
- Strong analytical and strategic planning skills.
- Excellent communication and interpersonal skills.
- Proficiency in project management software and tools.
- All conferences, workshops, seminars as deemed necessary by the supervisor.
- Completion of required safety, anti‑terrorism, fire extinguisher, asbestos awareness, and other local, state, federal, installation‑required training.
