Position Overview

This position is accountable for quality control and quality assurance (QC/QA) activities that ensure that Hot Mix Asphalt (HMA), Portland Cement Concrete (PCC) and cement aggregate mixtures are acceptable for use on state and local highway improvement projects within the assigned portion of the district.

Essential Functions
  • Surveys, calibrates, and approves bituminous hot-mix plants and concrete plants.
  • Trains, motivates, and evaluates subordinate staff.
  • Assigns the appropriate mixture to the project and modifies mix designs as necessary, and coordinates inspection reports for shipments of Hot Mix Asphalt (HMA) mixtures and Portland Cement Concrete (PCC) mixtures to projects under construction.
  • Reviews ongoing statistical results of laboratory and field test performed on mixtures produced and placed.
  • Monitors contractors on HMA and PCC quality control/quality assurance projects.
  • Completes required, timely, and accurate reports and documents.
  • Performs duties in compliance with departmental safety rules and performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.
Minimum Qualifications
  • Completion of two years of college in civil engineering technology, pre-engineering or a job related technical/science curriculum PLUS six years of engineering experience; OR Eight years of engineering experience.
Preferred Qualifications
  • Experience in communicating with outside entities.
  • Good time management skills.
Conditions of Employment
  • Ability to pass the prescribed QC/QA HMA Level I, Level II, and Level III training courses and PCC Level I, Level II, and Level III training courses within 24 months of the start date.
  • Valid driver’s license.
  • Statewide and district wide travel.
  • Successful completion of a background screening.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
