Position Overview

This position provides support services and expertise to local agencies through the field engineers in the planning, programming, engineering, and administration of city, county, and road district Motor Fuel Tax (MFT), state, and federal-aid funded transportation projects.

Essential Functions
  • Implements policies and procedures that ensure all programs are carried out in an effective, efficient, and economic manner.
  • Reviews environmental assessments, location and design reports, Project Development Reports, project agreements and plans, and specifications that conform with established policies, standards, and procedures to provide appropriate recommendations for approval.
  • Coordinates projects from beginning to end while ensuring complete and accurate plans and documents are prepared in a timely manner to meet letting schedules.
  • Supervises assigned subordinates to ensure the efficient and timely completion of assignments.
  • Reviews all waterway openings for local agency structures and recommends approval within guidelines adopted by the department.
  • Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.
Minimum Qualifications
  • Current registration as a Licensed Professional Engineer in the state of Illinois.
  • Four years of experience in civil engineering.
Preferred Qualifications
  • Thorough knowledge of the principles and practices of civil engineering.
  • Thorough knowledge of modern methods and techniques as applied to the design, construction, and maintenance of public works.
  • Supervisory experience, including team leadership and staff development.
  • Ability to develop and maintain cooperative relationships with departmental staff and outside agencies.
  • Strong decision-making skills with the ability to make sound, logical, and objective judgments.
  • Strong oral and written communication skills
  • Strong organizational skills, with the ability to manage multiple projects and priorities effectively.
Conditions of Employment
  • Valid driver’s license.
  • Daily travel within the district.
  • Occasional statewide travel which may include overnight stays.
  • Successful completion of a background screening.
