The Project & Environmental Studies Engineer is accountable for directing, supervising, and coordinating activities within the Location Studies Unit in order to secure design approval for projects on the annual and multi‑year improvement program. Design approval is a prerequisite to plan preparation and acquisition of rights‑of‑way.
Essential Functions- Provides training, supervision and motivation of unit staff.
- Ensures timely but thorough completion of project studies and coordination.
- Represents the department in a professional and courteous manner at public meetings and informal contacts.
- Helps staff members uniek decisions in the preliminary engineering process.
- Provides the best possible product within the guidelines provided by project scoping and department policies.
- Ensures that work assignments, division of responsibilities, and general interaction with staff is conducted in a fair and equitable manner.
- Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
- Performs other duties as assigned.
Minimum Qualifications
- Current registration as a Licensed Professional Engineer in the state of Illinois.
- Eight years of experience in civil engineering, including three years of supervising staff and managing engineering functions.
- Ten years of experience in civil engineering, of which at least six years should be in the specific area of highway engineering, four years of which should include the planning and supervision of significant engineering work.
- Ability to direct the work of other engineers and supervise the preparation of complete engineering plans and specifications.
- Ability to develop and maintain cooperative relationships with departmental staff and outside agencies.
- Ability to make sound decisions in a logical and objective manner.
- Strong oral and written communication skills.
- Five years of personnel‑related work experience, with a minimum of three years in a supervisory position.
- Ability to perform job duties independently and with minimum guidance/supervision.
- Strong management skills.
- Valid driver's license.
- Daily travel within the district.
- Occasional statewide travel which may include overnight stays.
- Successful completion of a background check.
