The City of College Place is currently accepting applications to fill the Project Manager II position. This position is integral in supporting Public Works systems that promote and sustain economic and residential development. Under the direction of the Capital Projects Manager, the Project Manager II is responsible for managing assigned capital improvement and infrastructure projects from planning through construction and closeout.
Projects may include civil and transportation infrastructure such as roadway improvements, sidewalks and pathways, pavement preservation, stormwater, water, and sewer systems. The Project Manager II supports delivery of the City’s Capital Improvement Program (CIP) by coordinating consultants, contractors, City staff, and stakeholders, and may assist with development review activities related to assigned projects. This position is integral in supporting Public Works systems that promote and sustain economic and residential development.

Under the supervision of the Capital Projects Manager, the Projects Manager II shall:

. - Understand the importance of and advance the City’s values as it relates to economic and residential development.
- Manage assigned capital improvement projects through planning, design, bidding, construction, and post-construction phases in accordance with City policies, standards, schedules, and budgets.
- Review engineering plans, specifications, and cost estimates for assigned public capital projects and private development-related improvements for compliance with City standards and applicable local, state, and federal regulations.
- Coordinate and manage consultant contracts for assigned projects; monitor consultant performance, schedules, budgets, and work products.
- Assist with development and tracking of project schedules, budgets, and performance measures; provide regular updates to the Capital Projects Manager.
- Conduct field inspections of work-in-progress; coordinate with Construction and Right-of-Way Inspectors to ensure construction quality and compliance with approved plans and specifications.
- Coordinate project activities with City departments, contractors, developers, utilities, and other agencies and jurisdictions.
- Prepare written materials, staff reports, and technical memoranda related to assigned projects; assist with presentations to City Council, boards, commissions, and community groups as needed.
- Communicate technical information clearly to non-technical audiences, including residents, stakeholders, and elected officials.
- Respond to public inquiries and complaints related to assigned projects in a professional and timely manner.
- Verify quantities, dimensions, and basic engineering calculations related to assigned projects.
- Assist in preparation of standard plans, specifications, and procedures.
- Support preparation of the City’s Capital Improvement Program (CIP), including project scopes, cost estimates, schedules, and funding strategies.
- Maintain accurate project records, files, and documentation.
- Support City growth and economic development initiatives.
