Overview

Position Summary
29 Diversified, LLC is a wholly owned and operated economic enterprise of the Twenty-Nine Palms Band of Mission Indians. We are seeking an experienced and visionary Chief Executive Officer (CEO) to lead the strategic growth and operational performance of its portfolio of tribally owned businesses, with a primary focus on expanding its government contracting and economic development initiatives. This role is responsible for advancing the Tribe’s long-term economic sustainability by spearheading the growth of a tribally owned government contracting enterprise, including development and expansion of an entity-owned SBA 8(a) program.

Responsibilities
  • Strategic Leadership & Vision
    • Develop and execute a comprehensive strategic plan to drive sustained economic growth across 29 Diversified’s portfolio.
    • Lead the design, start-up, and expansion of the federal contracting division, including establishing operational infrastructure, compliance frameworks, and growth strategies.
    • Provide long-term vision to enhance the Tribe's economic self-sufficiency and job creation through new ventures and diversified revenue streams.
    • Advise the BDC on economic development opportunities, risks, and emerging market trends.
  • Federal Contracting & 8(a) Program Development
    • Direct the launch, certification, and management of the entity-owned SBA 8(a) business line(s).
    • Ensure compliance with all SBA, federal acquisition, and tribally owned 8(a) regulations and requirements.
    • Lead organic growth strategies, including pipeline development, federal agency engagement, team partnerships, joint ventures, and competitive capture.
    • Implement and track performance growth metrics for the 8(a) program to ensure sustained eligibility and long-term scalability.
  • Business Operations & Financial Management
    • Oversee all operational functions across subsidiaries, ensuring efficiency, cost-effectiveness, and compliance with governance standards.
    • Develop annual budgets, financial forecasts, and performance goals; review and interpret financial reports for Board oversight.
    • Establish financial controls, risk management processes, and enterprise-level operating procedures.
    • Identify and evaluate opportunities for mergers, acquisitions, and new business ventures.
  • Personnel Management & Organizational Development
    • Hire, develop, and lead high-performing teams, including executives, program managers, and operational staff.
    • Establish organizational structure, workforce plans, and succession strategies to support growth.
    • Foster a collaborative, accountable, and mission-driven culture aligned with Tribal values.
    • Oversee performance management systems, compensation strategies, and professional development initiatives.
  • Policy, Compliance, & Governance
    • Develop and implement company-wide policies, procedures, and operational frameworks.
    • Maintain compliance with federal contracting regulations, SBA requirements, Tribal laws, and state/local business regulations.
    • Draft and enforce operational policies, organizational standards, and governance reporting structures.
    • Serve as the primary liaison to the Board of Directors, Tribal Council, auditors, and key regulatory bodies.
  • External Relations & Representation
    • Represent 29 Diversified, LLC with federal agencies, teaming partners, business stakeholders, and Tribal enterprises.
    • Cultivate government, corporate, and industry relationships that support business growth.
    • Advocate for the interests of the Tribe and its businesses in all professional interactions.
Qualifications
  • Required
    • Bachelor’s degree in business administration, Public Administration, Economics, Finance, or related field (Master’s preferred) or relative work experience equivalent.
    • Minimum 10 years of executive-level leadership, preferably within a tribally owned enterprise, federal contracting company, or economic development corporation.
    • Proven success launching and scaling a federal contracting division, including business development, operations, compliance, and capture management.
    • Demonstrated experience managing and growing entity-owned SBA 8(a) businesses, with deep understanding of rules, exemptions, and strategic advantages specific to tribal 8(a) entities.
