General Statement of Duties
Performs responsible first line supervision, coordination and semi-skilled grounds and maintenance work of parks, ball fields, playgrounds, restrooms and shelters, trails, and recreation centers and facilities in the Recreation and Parks Department.
Distinguishing Features of the ClassAn employee in this class provides direction to other maintenance workers and performs a variety of semi-skilled tasks involving equipment operation and manual labor. The employee serves as supervisor over full time and seasonal crews in mowing and maintenance of all facilities; determines priorities and assigns and reviews work in progress and/or upon completion; assures proper OSHA safety procedures as well as safety and security of facilities;
purchases supplies; assures training; and evaluates performance. Work involves determining repair needs, planning projects and daily work assignments. Employee operates tractor and mowers to drag ball fields and cut grass; trims; plants; performs basic carpentry such as building shelters and repairing tables, benches; cleans grounds and facilities; checks playground safety and repairs playground equipment. Sound judgment and initiative are required.
Employees must be able to perform manual labor, as well as semi-skilled duties, and abide by safety rules and regulations. Work subjects the employee to inside and outside environmental conditions, noise, vibration, hazards associated with parks maintenance work, fumes, odors, dust, mists and oils. Duties involving trash collection or assisting injured patrons may result in exposure to human body fluids and thus the work is subject to the OSHA requirements on blood borne pathogens.
Work is performed under general supervision of the Recreation and Parks Director, and is evaluated through observation of facilities and parks, daily and weekly reports, discussion, and public acceptance.
- Supervises a crew of full time and part-time workers in the repair and maintenance of parks and associated facilities; assures that work is accomplished according to OSHA and departmental safety standards and that facilities are free of public hazards; trains employees in safety practices and assures appropriate equipment and PPE.
- Plans work projects; inspects the facilities daily and weekly; determines needs; makes daily assignments; completes work order paperwork.
- Provides supervision of staff; trains; coaches; reviews and evaluates work in progress and upon completion; conducts performance evaluation; assures cross-training of staff; participates in hiring interviews.
- Performs work tasks including mowing grass, trimming shrubs and trees, watering and assisting with horticultural practices such as fertilization and planting.
- Performs routine maintenance, minor construction, and repair duties on recreational facilities such as field house dug-out buildings and concessions, windows, playgrounds, picnic areas, and other recreational areas; checks equipment for safety; paints and repairs; repairs plumbing and does basic electrical.
- Purchases supplies as needed; provides recommendation on maintenance needs for annual budget to Director, especially on new equipment.
- May construct shelters, tables, trash containers, etc.
- Coordinates and assists with setting up for special events; loads, hauls and arranges bleachers, stages, tables, tents, trash receptacles, concessions stands, etc.
- Assists the public; gives directions and/or information on events.
- Cleans parks buildings including bathrooms.
- Operates riding mowers, weed eaters, variety of hand and power tools, and other maintenance equipment; drives tractor, pick-up truck and may drive dump truck; may assist with operating boom truck to set up for special events and hanging banners or other medium equipment on limited basis; does basic maintenance on equipment.
- Documents work activities and time records electronically.
- May return to duties on weekends to clean prior to or after facilities rentals.
- Assist Director in oversight of contractors performing maintenance and construction at the department facilities and grounds.

Knowledges,
Skills and Abilities
- Considerable knowledge of the methods, tools, and equipment utilized in the parks and recreation maintenance.
- Considerable knowledge of safety regulations, occupational hazards and related safety precautions in the work.
- Working knowledge of the principles and techniques of basic carpentry, plumbing and electrical skilled trades required of the position.
- Skill in the use and care of varied equipment and tools.
- Ability to supervise and review work activities of parks maintenance staff.
- Ability to exercise independent initiative; to diagnose repair and maintenance problems; and to organize appropriate corrective action.
