This position serves as the Deputy District Engineer and assists the District Engineer in overseeing the review of complex development proposals, encroachments, driveway permits, and subdivisions. The Deputy leads the coordination of reviews conducted by the District Office and serves as the primary point of contact for developers, engineers, and governmental agencies. The position communicates with applicants regarding required documentation, applicable guidelines, and recommendations for project review, and coordinates with other Department units, including Project Development, Right of Way, and Congestion Management, on proposed commercial developments as they relate to current and future roadway projects.
The Deputy coordinates driveway access permits and encroachments associated with active TIP projects, interprets Traffic Impact Analysis (TIA) data to recommend improvements when warranted, and develops, coordinates, and tracks NCDOT/Developer Reimbursable Agreements to incorporate required roadway improvements and modifications into TIP projects that are in development or under construction. The position also assists the District Engineer in administering additional programs such as road additions, outdoor advertising, and over-dimension permits.
In the absence of the District Engineer, the Deputy serves as supervisor, attends municipal meetings and meetings with developers, engineers, and governmental agencies for high-profile developments, represents the Department on technical matters, advises stakeholders on policies and specifications, and provides engineering support to District Office staff.
The position requires working knowledge of civil engineering principles and practices, as well as construction methods, materials, and equipment. The candidate must be able to operate survey equipment and computer systems; interpret construction plans, contract provisions, standards, and specifications; and understand, explain, and administer contracts. The role also requires the ability to train, coordinate, and supervise subordinate employees; communicate effectively; establish and maintain productive working relationships with coworkers, contractors, and the public;
and work in extreme weather and varying terrain conditions.
Be available for night and weekend work as required and travel to any assigned project within the Division. Night and weekend assignments may be required before, during, or after storm events or for emergency response. The selected applicant will be expected to safely and legally operate a motor vehicle.
