Open Recruitment. The State Highway Administration's (SHA) District 5 is recruiting for an Access Management Reviewer (Transportation Engineer IV). This position is open to anyone who meets the minimum and selective qualifications listed below. This is a position‑specific recruitment.
Nature of WorkThe primary purpose of this position is to represent SHA in District 5 as a Project Reviewer in the Access Management Section, coordinating with federal, state, county, and municipal agencies as well as citizens, developers, and consulting engineers. The position works directly for the Regional Engineer, assisting in review of development project documents, preparing comments, and negotiating application of access and highway requirements.
The Project Reviewer enforces regulations stipulated in the Annotated Code of Maryland and recommends corrective action when necessary. Coordination may result in withholding issuance of MDOT SHA approval of development submissions and access permits during the review of subdivision plans, site development plans, grading plans, and building permits.

QualificationsMinimum Qualifications:
- Education:
Bachelor's degree in engineering from an accredited college or university. - Experience:
Four (4) years of professional engineering experience.
Selective
Qualifications:
- Two (2) years of experience in traffic engineering, highway design, land development, access management, or construction project engineering.
Preferred Qualifications:
- Able to negotiate with parties outside State government.
- Facilitating agreements between parties that have differences.
- Working with difficult customers.
- Communicate clearly (both verbally and in writing).
- Good computer skills and knowledge of Microsoft Office programs (Word, Excel, Access, PowerPoint).
- Excellent written and oral communication skills.
- Working knowledge of AASHTO guidelines.
- Working knowledge of Standards and Specifications for Highway Design and Construction.
- Working knowledge of Traffic Engineering Principles.
- Proficiency in preparing technical reports.
- Possession of an Engineer‑In‑Training License from MD Department of Labor, Licensing, and Regulation.
- Additional work experience in professional engineering or technical engineering at the journey level or above may be substituted on a year‑for‑year basis for the required education.
- Possession of a master’s degree in engineering may be substituted for one year of required experience.
- Persons currently registered as Professional Engineers in Maryland or a comparable state are considered to have met education requirements.
Candidate must possess a motor vehicle operator’s license valid in the state of Maryland.
