ASSISTANT HUMAN RESOURCES DIRECTOR

Starting Salary:$91,494.80

The City of Cleveland is accepting applications from qualified individuals for the position of Assistant Human Resources Director
. This position works under the general supervision of the Human Resources Director and assists in the development, implementation, and management of comprehensive human resources and risk management programs for the City.

The Assistant Human Resources Director plays a key role in ensuring compliance with federal, state, and local employment laws; administering employee benefits and classification/compensation plans; overseeing safety and risk management programs; and supporting employees and department leadership across the organization.

Major Duties and Responsibilities

  • Support management by providing professional human resources and risk management guidance, advice, and counsel.
  • Administer or oversee human resources programs including, but not limited to:
    • Compensation, benefits, and leave administration
    • Employee relations, disciplinary matters, disputes, and investigations
    • Performance management, employee recognition, and morale
    • Occupational health, safety, and risk management
    • Compliance with EEO, ADA, FMLA, Department of Labor regulations, Workers’ Compensation, and OSHA requirements
  • Monitor and ensure compliance with federal, state, and local employment laws, regulations, and best practices; review and update policies and procedures as needed to maintain compliance.
  • Maintain all personnel files and records in a confidential manner.
  • Conduct new employee onboarding and orientation, including benefits explanation, completion of required documentation, scheduling medical processes, and coordinating background checks.
  • Coordinate with medical providers to contract and facilitate annual employee physicals and vaccinations.
  • Administer the City’s drug-testing program, ensuring compliance with policy requirements for safety-sensitive positions; coordinate reasonable-suspicion, random, post-accident, and other required testing with department leadership and third-party vendors.
  • Serve as an advocate for employees and act as a liaison between employees and management.
  • Investigate complaints involving harassment, discrimination, and other employee relations issues.
  • Assist the Human Resources Director, City Manager, City Attorney, and insurance providers with legal matters related to personnel and insurance claims.
  • Coordinate, prepare, and submit insurance renewal applications and supporting documentation.
  • Partner with all departments regarding incident reports, claims, and loss prevention efforts.
  • Investigate, manage, and respond to property and liability claims; provide timely notification of claims to insurance carriers.
  • Develop, implement, and manage a comprehensive Risk Management program aligned with the City’s strategic goals and compliant with applicable safety and regulatory standards.
  • Advise departments on risk management initiatives to reduce workplace accidents and enhance employee and public safety; recommend and implement approved safety improvements and best practices.
  • Identify potential risk exposures and recommend solutions to mitigate risk.
  • Demonstrate reliable and consistent attendance and the ability to work cooperatively with others.
  • Perform related duties as required.

Supervisory Responsibilities

This position has no routine supervisory responsibilities. However, in the absence of the Human Resources Director, the Assistant Human Resources Director assumes supervisory responsibility for Human Resources Department staff, including training, addressing complaints, and resolving problems in accordance with City policies and applicable laws.

Minimum Education and Experience

  • Bachelor’s degree in Human Resources, Business Administration, or a related field
  • Five (5) years of related professional experience, or an equivalent combination of education and experience that provides the required knowledge and skills
  • Proficiency in Microsoft Word and Excel required
  • Risk Management and OSHA experience preferred
