The Compliance Manager is responsible for assisting the Sr. Compliance Manager in all aspects of compliance for CHN Housing Partners, CHN Affordable Housing Services and CHN Real Estate Services growing real estate portfolio. Specifically, the Compliance Manager is responsible for oversight of LIHTC, HOME, HUD, and Section 8 related matters and ensuring compliance with regulatory agreements and partnership operating agreements; all monthly, quarterly, annual, and as-needed reporting to funding agencies (OHFA, MSHDA, PHFA and tax credit syndicators) and income qualification for all applicants and tenants on an ongoing basis (including annual re-certifications as needed).
A working knowledge of Fair Housing and ADA requirements is required to serve in this dual function as needed by the Sr. Compliance Manager.
- Evaluate agency requirements and implement compliance procedures for developments for all properties at the direction of the Compliance Manager.
- Handle confidential information with discretion and integrity.
- Review applications and determine eligibility for the affordable housing program for the communities within CHN real estate portfolio.
- Manage resident re-certifications, rent increases, and utility allowance changes.
- Field inquiries from site staff related to income and asset eligibility, legal rents, and property-specific compliance requirements.
- Conduct site visits to review resident files and standardize pending and recertification files.
- Monitor to ensure each facility follows regulatory requirements specific to the facility.
- Complete annual/quarterly/monthly compliance reports as required.
- Prepare for and attend affordable and LIHTC audits performed by state and regulatory agencies in Cleveland, Pittsburgh and Michigan.
- Perform file audits and identify errors or missing documentation; follow up with facilities to ensure corrections are completed and maintain a log of audited files.
- Review new applications for completeness prior to submission.
- Maintain an effective system for reporting and monitoring compliance for all properties.
Required
- Education: High School Diploma
Experience:
- At least 3 years of work experience for a property manager or developer of affordable housing, with experience with LIHTC, HOME, Section 8 (including HCV vouchers, Project-Based Section 8, HUD 202 and HUD multifamily) and related laws and regulations.
Skills:
- Certification in LIHTC compliance from a recognized provider (e.g., HCCP, TCS, SCHM).
- Working knowledge of LIHTCs, HUD 4350, Fair Housing Act, affirmative fair housing marketing, and other housing compliance laws.
- Excellent written and verbal communication; excellent organizational skills; ability to work with minimal supervision; team player.
- Experience with OHFA, PHFA, MSHDA; experience with supportive housing populations is a plus; proficiency with Microsoft Excel, Word and YARDI.
Other:
- Valid Driver’s License, reliable transportation and valid automobile insurance.
Preferred:
- Associate’s or Bachelor’s Degree; bilingual English/Spanish preferred.
