Examples of Duties
Under administrative direction, this position is responsible for planning, managing, and coordinating assigned functions, which may include administration, citizen engagement, research, and financial operations. Responsibilities include developing work rules, implementing training programs, and may manage assigned staff members to ensure the effective performance of departmental objectives. Performs other job-related duties as required.
Minimum QualificationsBachelor's Degree required. Four years of full-time paid management or administrative experience required. (Substitution:
Two years of any equivalent combination of education, training and experience may substitute for each year of college education lacking.) Valid State of Ohio Driver's License required.

Position
CD is seeking a Compliance Manager who will serve in a leadership and mentor capacity, with responsibility for oversight of one or more programs or projects. Within their scope of responsibility, the Compliance Manager directly supervises and oversees program and project staff, conducts quality assurance and quality control procedures over departmental deliverables, develops and mentors program and project personnel, and assists with developing and maintaining positive working relationships with community partners and other City departments.
About CD
The Department of Community Development is the City’s core unit dedicated to designing and implementing programs that help to improve our neighborhoods, community networks and social structures, reduce and mitigate safety and health risks related to occupied and vacant properties, and coordinate with internal government units and external parties to help address housing shortfalls and homelessness matters. Our mission is to improve the quality of life in the City of Cleveland by strengthening our neighborhoods through successful housing rehabilitation efforts, commercial rehabilitation efforts, new housing construction, home ownership, and community focused human services.
CD is the City’s lead department for implementation of more than $30 million in annual funding received from the U.S. Department of Housing and Urban Development (HUD), including funding for the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME) Program, Emergency Solutions Grant (ESG), and the Housing Opportunities for Persons with AIDS (HOPWA) Program.
CD Consists Of The Following Primary Operating Units (OUs)
- Bureau of Program Operations;
- Bureau of Community Programming;
- Bureau of Residential Improvement;
- Bureau of Enterprise Operations;
- Bureau of Asset Revitalization; and
- Bureau of Housing Development.
The above OUs are led by Bureau Chiefs, who report to the Director of Community Development.
Departmental Duties
Serves as direct liaison to HUD and supervises city staff who are responsible for different areas of federal, state and local compliance regulations, policies and guidelines, including projects funded through CDBG, HOME, ESG, and HOPWA programs.
