Description
Housing Court Deputy Chief Specialist
Responsibilities- Maintain current knowledge of the laws, codes and ordinances pertaining to housing issues and the maintenance, repair and rehabilitation of residential and commercial structures;
- Maintain current knowledge of federal, state and municipal laws, codes and ordinances that pertain to landlord/tenant issues;
- Assist litigants in understanding forms used for filing pleadings, motions, and complaints before the Housing Court;
- Mediate landlord-tenant disputes within eviction proceedings, and create agreed judgement entries;
- Inspect conditions of premises and offer testimony, when called upon, in civil case disputes;
- Provide assistance in the restoration of utilities cut off due to illegal actions performed by either a landlord or tenant;
- Assist in Rent Deposit procedure;
- Serve as the community outreach liaison ensuring that pertinent events are staffed by Court personnel;
- Provide both ongoing and introductory training to Court staff;
- Answer and return phone calls from litigants and interested parties who have questions about the Court and its policies;
- Assist litigants and interested parties with questions or concerns about the Housing Court and/or its procedures;
- Supervise the Housing Court Specialists in the performance of their duties, provide directives and review case management for compliance;
- Maintain Department statistical data for review with Chief and for annual report;
- Staff the criminal docket as needed. Assist the Personal Bailiff and Deputy Bailiff in distribution of court continuance slips, time-to-pay forms and in locating cases of defendants and perform other duties as may be assigned by the Court.
- Identify and communicate matters outside the Housing Court’s jurisdiction, and be able to assist a party in discussing the matter with other appropriate public or private personnel;
- At the Court’s request, attend and participate in neighborhood or agency meetings and explain the workings and proceedings of the Housing Court;
- Willingness and ability to use personal vehicle to visit and inspect assigned properties or attend assigned outside meetings
- Assistance in the education and training in proper property management and screening procedures for interested landlords.
Applicant must have a combination of education, experience, skills, and personal characteristics that demonstrate applicant’s ability to perform the duties of the position. Minimum qualifications and requirements are:
- A bachelor’s degree or higher with a preference for a degree in urban planning, criminal justice or related fields. Experience in residential and commercial code enforcement may be substituted for the degree requirement.
- Strong interpersonal, written and oral communication skills, outreach and public speaking.
- Ability to multitask indirect and direct tasks on a daily basis to include skilled and concise documentation.
- Some experience working in a court environment and/or government related entity.
- Ability to effectively and professionally communicate verbally and in written English on record during hearings.
- Knowledge of municipal laws, codes and ordinances that pertain to the maintenance, repair and rehabilitation of dwelling units and commercial buildings;
- Knowledge of federal, state and municipal laws, codes and ordinances that pertain to landlord/tenant issues;
- Flexibility to respond to varying time demands of work schedule (e.g., field inspections, mediations and meetings to attend outside regular work hours);
- Knowledge of common office practices, procedures, and equipment.
- Demonstrated proficiency in Microsoft Office and other common business software applications.
- Valid Ohio driver’s license, car insurance, and a vehicle to conduct field visits.
