Performs responsible professional and supervisory work to establish a strategic, comprehensive safety culture within the Pinellas County Utilities Department (PCU) to include specific initiatives, key performance indicators and standard operating procedures. An individual in this classification is responsible for the development of protocols, expectations, and methods to ensure an unbiased, objective approach to safety throughout the Department’s plants and facilities. Work includes listening to the organizational safety needs and expectations of the Utilities’ executive leadership team and crafting a comprehensive approach that will meet their needs and establish and perpetuate a culture of safety for all personnel working in the field, at our plants, and in our facilities.

This position is expected to function with a considerable amount of independence and reports to the Senior Utilities Department Administrative Manager.

This Safety Supervisor (Utilities Safety Supervisor) position primary work location: 14 S. Ft. Harrison Ave., Clearwater, FL. Secondary work locations:
Regularly travel between job sites and Utilities facilities from Fort DeSoto to Tarpon Springs.

Work schedule:

Monday – Friday; 7:30 a.m.– 4:00 p.m. with varying nights, weekends, and holidays based on safety issues. Possible remote options after 6 months.

What Will You Do?
  • Establish and perpetuate a culture of safety, personal responsibility, and accountability throughout the Utilities Department.
    Establish organizational safety goals and objectives.
  • Supervise staff establishing and implementing policies, practices, and guidelines for safety and occupational health within the Pinellas County Utilities Department.
  • Regularly meet with the Utilities Safety Team to ensure goals are met, and to review field visits and inspections.
  • Track and trend data received through safety and loss control programs, establishes metrics, identifies patterns, and makes recommendations to improve departmental safety protocols and practices.
  • Prepare OSHA, DOT, and EPA-type facility audits, focusing on identifying patterns or trends at each facility and department wide.
  • Review the results of investigations into accidents and incidents and analyzes for trends, root cause, and mitigation.
  • Meet regularly with PCU supervisors and managers regarding safety concerns, incidents, and trends, within the Department and throughout the industry.
  • Develop safety standards and key performance indicators and develop benchmarks for the Department’s various positions and tasks.
  • Apprise executive leadership of progress made toward reversing identified trends, culture evolution, training, safety-related metrics, and matters identified by County Safety.
  • Establish a cadence of field and plant visits in North County and South County to foster confidence and trust in the Department’s efforts to maintain a safe work environment.
  • Ensure Utilities’ safety team positions are providing quality safety instruction to meet the needs of the Department, and in accordance with County Safety.
  • Deliver effective safety instruction designed to meet the needs of supervisors and managers, and other Department safety instruction as needed.
  • Ensure the Department has a well-executed and documented Maintenance of Traffic (MOT) program for all situations that require MOT, both on County premises and out in the field.
  • Serve as the Utilities Department liaison to coordinate instruction and communicate information – including Department safety initiatives, trends, etc. – with the County Safety Manager and the County Risk Management Division.
  • Coordinate with the Utilities Strategic Operations Team to ensure safety is a top-of-mind message reinforced throughout Department interactions.
  • Regularly meet with County Risk/Safety to assist in county-wide training and other needs.
  • Liaise and coordinate with Fleet to ensure damage and vehicle issues are accurately reported and addressed.
  • Assist the Emergency Coordinator during storms and other emergencies.
  • Perform other related job duties as assigned.
