This position is located at the Pasco Regional Juvenile Detention Center and handles all facility matters relating to Human Resources for a tier 5 facility.
Duties & Responsibilities- Prepare and process all recruitment and selection documentation to ensure compliance.
- Enter information into People First and other HR systems, ensuring validity and completeness of required forms (Talent Management Requisition s, Veteran’s Preference, HRES, Onboarding, Drug Screening, Background Screening, Ergometric Screening, New Hire Orientation).
- Review and process HR matters in accordance with departmental rules, policies, and statutes—grievances, discipline, workers’ compensation, EEO, affirmative action, ADA, FMLA, FS‑WP, and Fair Labor Standards.
- Assist Facility Operations and Superintendents with requests and documentation (attendance and leave, fitness for duty, disciplinary action, driver’s license, alternate duty, quality improvement).
- Provide technical assistance and consultation on all HR matters to facility personnel, administration, and the regional office.
- Manage payroll‑related and attendance functions; review timesheets in People First and monitor the Time‑Guardian system for over payments.
- Prepare correspondence, coordinate conference calls, meetings, and training sessions related to HR matters.
- Conduct fingerprinting for employees, candidates, and volunteers; maintain the Live‑scan device.
- Maintain facility‑level employee files (performance appraisals, position descriptions, discipline records, commendation letters, etc.) and prepare organization charts that outline reporting relationships.
- Disseminate personnel‑related information to staff and provide orientation for new employees.
- Serve as backup to the fiscal liaison on all finance and accounting matters.
- Perform other related duties as assigned.
- Knowledge of juvenile justice laws and policies.
- Knowledge of detention services policies and procedures.
- Knowledge of basic management principles and practices.
- Knowledge of administrative and clerical procedures and systems.
- Knowledge of supervisory techniques.
- Knowledge of system‑wide resources.
- Excellent verbal and written communication; ability to compile, organize, and analyze data.
- Ability to assess the effectiveness of service programs.
- Ability to work independently.
- Ability to plan, organize, and coordinate work assignments.
- Ability to prepare correspondence and administrative reports.
- Ability to apply rules, regulations, policies, and procedures and to use problem‑solving techniques.
Preference will be given to candidates with experience in administration and/or human resources.
