LVER GOVERNMENT OPERATIONS CONSULTANT II -
This position serves as a Local Veterans’ Employment Representative (LVER) responsible for assisting with the development of the service delivery strategies for veterans and educating partner staff on current employment initiatives and programs. The LVER collaborates with supervisors to identify improvement processes and develop solutions for the Jobs for Veterans State Grant (JVSG) program, ensuring compliance with federal regulations and grant provisions.
Responsibilities- Create, develop, and implement local policies and procedures to ensure compliance with JVSG regulations.
- Provide training to LWDB staff, state and local levels, and co‑located partners on JVSG compliance and guidance.
- Review programs, services, forms, and reports used by the JVSG program at local and state levels and collaborate with management to identify improvement processes.
- Conduct outreach to employers, engage in advocacy with hiring executives, and increase employment opportunities for veterans.
- Conduct job‑search workshops, establish job‑search groups, and participate in job and career fairs.
- Work with federal contractors recruiting veterans and advocate for the hiring of disabled veterans.
- Create and conduct capacity‑building programs for employers and veterans.
- Facilitate and oversee veteran priority of service requirements regarding employment, training, and placement services within the Career Source system.
- Promote credentialing and licensing opportunities for veterans.
- Provide operational oversight for all Career Center staff, including regular training on implementing the JVSG program.
- Develop and implement program management procedures to ensure services to eligible veterans.
- Maintain regular contact with community leaders, employers, labor unions, training programs, and veterans’ organizations to advise them of eligible veterans and spouses available for employment and training.
- Advise eligible veterans and spouses of employment and training opportunities.
- Provide guidance and facilitate training of labor exchange services, including intake, assessment, counseling, testing, job‑search assistance, referral, and placement.
- Assist, through automated data processing, in securing and maintaining current information on available employment and training opportunities for veterans and their spouses.
- Participate in Office of Federal Contractor Compliance Programs (OFCCP) audits, responding to federal audit information requests.
- Consult with state and local officials on matters applicable to the JVSG program.
- Knowledge of veterans’ preference laws, regulations, Veterans Program Letters, and state/local guidance.
- Knowledge of veterans’ re‑employment rights and entitlement of veterans to medical and surgical services.
- Proficiency with Microsoft Office applications (Word, Excel, PowerPoint).
- Knowledge of effective customer service principles and basic counseling and case‑management principles.
- Skilled in group presentations, workshop instruction, and facilitation.
- Ability to communicate clearly and effectively, both verbally and in writing.
- Ability to work effectively as part of a team, independently, and use problem‑solving techniques.
- Ability to provide excellent customer service and conduct effective interviews.
- Ability to establish and maintain effective working relationships with others.
- Ability to prepare reports, and record, evaluate, and analyze data.
- Minimum:
- Position appointment follows the order of preference: first to qualified service‑connected disabled veterans, then to qualified eligible veterans, and if none, to qualified persons.
- Applicants must submit DD‑Form 214 and/or current VA/Defense letter reflecting discharge character before the closure of the announcement.
- Newly hired LVER specialists must complete JVSG training delivered by the National Veterans Training Institute (NVTI) within 18 months of employment.
- Incumbent must obtain certification as a Workforce Professional Tier 1 within one year of employment.
