Environmental Program Manager – Air Quality Monitoring

Location: 509 South East Ave., Clearwater, FL 33756

Schedule:
Monday – Friday; 8:00 AM – 5:00 PM (Some flexibility is available for the working hours of this position outside of the normal 8 –
5)

If you are passionate about protecting air resources, enjoy a variety of work projects, and bring expertise in air quality monitoring and data management, this may be the perfect opportunity for you to join a stellar group of Environmental Professionals as an Environmental Program Manager 1 with Pinellas County’s Division of Environmental Management (DEM).

This advanced professional position supervises two to three staff members in the Air Quality Monitoring Section of DEM within the Department of Public Works. The role oversees the operation and maintenance of the County’s air monitoring network and specialized equipment supporting multiple federal air monitoring programs.

The program operates under the authority of the U.S. Environmental Protection Agency (EPA) and the State of Florida to ensure compliance with the National Ambient Air Quality Standards established under the Clean Air Act.

What Would You Do?
  • Oversee all field activities, resources and operations in the air quality monitoring section to produce legally defensible environmental data.
  • Train, assign, schedule and review the work of subordinate staff.
  • Evaluate subordinate employees’ performance and counsel the employee as required.
  • Review and interpret field data generated by equipment and staff for accuracy, completeness, and timeliness as required by various EPA and federal program commitments.
  • Ensure the air monitoring station network communications are functioning properly for data capture and reporting.
  • Act in a liaison capacity with other county departments and state and federal agencies and may appear as an expert witness in court cases.
  • Conduct and coordinate specialized environmental studies, prepare reports and submit to appropriate agencies.
  • Ensure quality control and integrity of data gathered or generated complies with applicable regulations and policies.
  • Assist in the development of program budgets, standard operating procedures and track inventory and property control.
  • Assist in the development and ongoing reviews and revisions to standard operating procedures (SOPs).
  • Participate in the Air Monitoring program's Systems Audit and Performance Audit conducted by FDEP and/or EPA and any associated corrective actions.
  • Participate in various inter-agency work groups for needed quality documents (ex. Quality Management Plans, Quality Assurance Project Plans, and SOPs).
  • Perform other related job duties as assigned.
What Do You Need To Have?
  • Bachelor’s degree with major coursework in physical, natural or biological science, environmental engineering, or related field, and five (5) years of progressively more responsible professional level experience that includes supervision or supervisor training; or an equivalent combination of education, training and/or experience.
  • Possession and maintenance of a valid Florida Driver's License.
  • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.
Highly Desirable
  • One (1) year of supervisory experience in the assigned field of environmental management.
  • Knowledge of air pollution monitoring principles, practices and equipment.
  • The ability to train and supervise staff in detailed operation, calibration, maintenance, and troubleshooting of ambient air monitoring equipment.
  • Thorough knowledge of environmental data collection principles, including the ability to ensure QA/QC activities are being conducted correctly.
  • Highly organized with the ability to plan, coordinate, and track multiple tasks and resources (equipment and staff) with varied schedules and frequencies.
  • Proficient in MS Excel, remote networking configurations, database management.
