The Town of Clayton is seeking applicants for a Utility Maintenance Field Supervisor in the Water Resources Department, Utility Preventative Maintenance Division
. The Town of Clayton employs more than 340 full-time staff in police, fire, and electric utilities, with additional PT positions in Parks & Rec, Library, and Cultural Arts. Clayton is a growing town in Johnston County, NC with a vision to enhance quality of life and community development.

Duties & Responsibilities

An employee in this class performs advanced skilled work as a crew leader engaged in construction, installation, and repair of water and sewer lines, pumping stations and appurtenances. Responsibilities include on-call duties and potential callback work. This position is classified as Service Critical.

  • Plan and lead preventive and predictive maintenance and repair of the Town’s Collection system, including sewer lift stations; pull, clean pumps, clean wet wells; check generators and bypass pumps; manage related appurtenances.
  • Lead and participate in vacuum-truck and jetting operations to clean sewer lines, address blockages, clean wet wells, and meet Town needs.
  • Lead permit-required confined space entries into manholes and wet wells and other appurtenances.
  • Lead and participate in CCTV inspection to video log gravity sewer lines; maintain records of locations and conditions.
  • Lead and participate in using the Sewer Line Rapid Assessment Tool (SLRAT) with ultrasound to assess lines and plan repairs.
  • Lead and participate in replacement of ARVs, water and sewer lines, valves, hydrants, meters, and related structures in Collection and Distribution systems.
  • Plan and participate in collection system smoke testing and related repairs.
  • Oversee herbicide application around manholes and hydrants; operate equipment to clear growth as needed.
  • Operate heavy equipment (loaders, backhoes, track hoes, tractors, dump trucks, air hammers, etc.) as part of normal duties.
  • Meet with citizens and contractors to explain Town policies and resolve issues.
  • Serve as Backup Operator in Responsible Charge (B-ORC) as needed for distribution and/or collections systems.
  • Coordinate and participate in staging, setup, and takedown of generators and bypass pumps during emergencies and planned tasks.
  • Coordinate with Emergency Management and Public Information for communications related to Town work requiring public notification.
  • Train new workers; provide coaching, guidance, and leadership; ensure safe work methods.
  • Perform performance evaluations and participate in disciplinary actions per Town policy.
  • Maintain tools and equipment; ensure proper tools are available to avoid delays.
  • Lead work zones per MUTCD guidelines and manage traffic control.
  • Lead multi-crew efforts to install taps, service lines, meters, and perform customer service at site; operate backhoe for digging; install meters and meters boxes.
  • Operate tapping machines and complete service connections; install hydrants, meters, valves, clamps, and related equipment; test meters.
  • Locate lines for other utilities, coordinate with contractors, install service connections, and ensure maps/blueprints are updated.
  • Prepare records of work activities, create and review work orders, and ensure documentation accuracy.
  • Maintain department tools and inventory; coordinate with Superintendent on crew needs.
  • Participate in on-call rotation and fill in for coworkers as needed.
Special Requirements , Education & Experience
  • Extensive knowledge of tools, materials and equipment used in utility line installation, maintenance, and repair.
  • Extensive knowledge of sewer lift stations, collection systems, and water distribution system operation, maintenance, and repair.
  • Extensive knowledge of troubleshooting pumps (submersible, vacuum lift, suction lift).
  • Experience with construction equipment, hand and power tools; maintenance of tools.
  • Knowledge of safe operation and preventive maintenance of automotive and mechanical equipment.
